About this file
This Request for Information (RFI) is issued by the Defense Health Agency Research & Development Medical Research and Development Command (DHA R&D – MRDC) seeking market research for Structured Product Labeling (SPL) document support. The Office of Regulated Activities (ORA) requires a commercial solution to manage, process, and complete initial labeling and labeling changes for electronic structured product label submissions to the FDA, specifically for 3 licensed New Drug Application (NDA) products requiring up to 5 levels of primary and secondary labeling.
The RFI requests capabilities statements from potential vendors addressing three types of SPL submission requests: creating new labels, updating existing labels, and submitting final labels to the FDA. Key requirements include adherence to FDA technical conformance criteria, XML format capabilities, system validation details, quality assurance processes, and comprehensive labeling elements. Responses are due by close of business on 17 April 2025, limited to five pages, and must be submitted electronically to alana.m.sowers.civ@health.mil. The agency is also interested in software solutions with training capabilities to enable internal SPL updates, with historical trends indicating approximately 3 bundled SPL submissions per fiscal year.
