About this file

This is a Request for Information (RFI) issued by the Michigan Department of Corrections (MDOC), specifically its Michigan State Industries (MSI) division, seeking vendor information on flat back mesh specifications and industry best practices. The RFI seeks to gather market information to understand types of flat back mesh, various testing methods, and industry standards to inform the development of a future Request for Proposal (RFP). The flat back mesh will be used in the manufacturing of prisoner shorts for distribution within MDOC correctional facilities. The RFI was issued on April 17, 2019, with a deadline for vendor questions by April 23, 2019 at 3:00 p.m. EDT. Answers to questions were anticipated to be posted by April 24, 2019, and responses from vendors were due by May 1, 2019 at 3:00 p.m. EDT, with a potential follow-up date of May 8, 2019. The State reserves the right to invite select vendors for oral presentations following the submission deadline.

The RFI requests vendors provide comprehensive specifications for flat back mesh products, including material composition, weight, dimensions, and polyester specifications, along with product samples, specification sheets, and Certificates of Analysis. Vendors are encouraged to propose alternative specifications with detailed justifications and to provide documentation samples and testing recommendations. The State does not specify pricing information in this RFI phase, as this is an information-gathering exercise. No pricing, contract value, or funding source is identified in the document. Responses become the property of the State and are subject to disclosure under Michigan's Freedom of Information Act. The State incurs no liability for vendor costs associated with preparing or delivering responses, and the RFI does not constitute an offer to enter into a contract.
