Request for Information: Note that this is NOT a request for quotes or proposals; the 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for market research purposes only for the following services listed below:
If your organization has the potential/interest to provide the item/s listed below, please provide the information requested.
--14-Lane Firing Range for Offutt AFB, NE. See page 2 for additional details.
The designated NAICS Code is 332311 and a Size Standard of 750 EMP. Please note NAICS and Size Standard are subject to change.
Documentation of technical expertise and capability must be presented in sufficient detail for the
Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition (see Statement of Need below).

Request for Information
1. What are the exterior dimensions inherent to a 14-lane firing range?
2. Assuming that the site will be prepped independently of this contract, what type of requirements are necessary to install a 14-lane firing range?
a. To include: size, shape, and dimensions, of foundation or supports
b. What utility hookups are required, at what capacity, and where do they need to enter your firing range? (since some may require electric & natural gas)Any considerations in soil type, location, composition of foundation (concrete pour) etc.
c. Any drainage, reinforcement, or additional requirements for the foundation
d. If foundation design is typically done by others for you to install your product, please provide the following on shop drawings - dimensions, static/dynamic loads, and attachment methods/points/surfaces of structural components for your modular range
3. What is the lead time for your range? Assuming the site is prepped and ready, how long from contract award can we expect delivery of the firing range? Will there be additional install and set up time after delivery to get the range fully operational?
STATEMENT OF NEED
55th Security Forces Squadron/ Modular Firing Range
1. This requirement is for a Modular Firing Range for the Security Forces Squadron on
Offutt AFB. Contractor shall provide a Modular Firing Range to meet required specifications below.
2. The provided items shall meet or exceed the following requirements:
a. Fully contained ballistic protection rated for rifle (M855 rounds) and pistol (M882 rounds)
b. Sound absorption in accordance with Unified Facilities Criteria (UFC) 4-179-02 –
Small Arms Ranges
c. 14 fully functioning firing lanes
d. Each firing lane must have a minimum width of 5 feet in accordance with (IAW)
UFC 4-179-02
e. 25 meters max firing distance that supports 7 meters and 15 meters targets
f. Open bay concept for the visibility of all lanes from one centralized point (control room)
g. Metal backstop with deceleration chamber and lead collection point
h. Dust collection unit in accordance with UFC 4-179-02
i. Heating, Ventilation, and Air Conditioning in accordance with UFC 4-179-02
j. Control room with the ability to control all range operating systems UFC 4-179-02
k. Target Retrieval System (TRS) with individual and multiple lanes synchronized control
l. Dimmable interior lighting that meets UFC 4-179-02
m. Public Address System (PA) with the ability to hear at all firing points
n. Annual preventive maintenance for all components
o. Exterior lighting
p. 4 inch wide painted red firing line across the width of all shooting lanes
q. 4 inch wide yellow ready line 6 feet behind the red firing line
