The Common Munitions Built-In-Test (BIT) Reprogramming Equipment System (CMBRE)
CAUTION:
The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to provide the following: system repair, consumable production, parts production, sustaining engineering, and cybersecurity for the CMBRE. The Government does not own the data for all these items.
The contractor shall furnish all material, support equipment, tools, test equipment, and services.
The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
In accordance with FAR 52.215-3:
(a) The Government does not intend to award a contract on the basis of this market research or otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
(b) Although “proposal” and “offeror” are used in this RFI, your response will be treated as information only. It shall not be used as proposal.
(c) The RFI is issued for the purpose of market research.
INSTRUCTIONS:
1. The document(s) below contain a description of the CMBRE requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:
a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability.
Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this RFI is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.
b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
4. Both large and small businesses are encouraged to participate in this Market Research.

PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to provide new production requirements and Contractor Logistics Services (CLS) required to sustain the Common Munitions BIT/ Reprogramming Equipment (CMBRE) Systems. This includes but is not limited to program management, System Engineering, consumable production, production requirements, sustaining engineering, and cybersecurity. This requirement is for manufacturing of CMBRE items and repair/sustainment of fielded CMBRE systems. The support strategy is a five-year contract (one basic plus four option years) and will continue through FY30. Estimated BEQs for this contract includes 30 ADU/CMBRE components production,and 70 CMBRE repairs annually, and all additional requirements to sustain the CMBRE system.
The CMBRE is a piece of automatic test equipment used to interface with compatible weapon systems. CMBRE represents the first munitions support equipment to be developed as a “COMMON” system to multiple platforms. CMBRE, as shown in Figure 1, is composed of three boxes of components designed to verify the munition’s Built-In-Test status, reprogram the munition’s Operational Flight Program (OFP), upload mission planning data, and upload/download Global Positioning System (GPS) data. The three boxes include:
1. Box 1 – Test Adapter Unit (TAU):
a. The TAU provides munition power, munition power monitoring, MIL-
STD-1760 Interlock and Remote Terminal Addresses, MIL-STD-1553, and Ethernet 10/100 Base.
2. Box 2 – CMBRE System Controls:
a. The Controller Unit, Box 2, contains the following: Digital Computer
System Assembly (DCSA), Electrical Power Cable Assembly, Controller Interface Cable Assembly, 1760 Interface Cable Assembly, Munitions Adapter Cable Assembly, Miniature Munitions Store Interface Cable, and Dummy Connector Plug.
3. Box 3 – CMBRE Accessory Kit:
a. The Accessory Kit is a test set case used for storage and transporting components that enhance the use of CMBRE. Although not required for normal operation, these accessories extend the use of CMBRE beyond the common test set. The contents include: Power Extension Cable Assembly, Power Adapter Cable Assembly, AC-DC converter, a floppy disk drive unit, and a CD-ROM drive unit. Accessories that connect to the rear panel are intended for office environment use.

The ADU-891(V)1/E, as shown in Figure 2, is a two box adapter group that extends the support capabilities to munitions in and out of container. It provides interoperability functions for multiple smart Non-1760 Air-to-Air missile platforms. Extended capabilities include programming multiple weapons while in storage containers. The ADU-891 contains the switch box, self-test software, and associated cables.

The ADU-890/E, as shown in Figure 3, is an adapter which extends the Small Diameter Bomb (SDB I) support capabilities of the CMBRE system. It provides four Joint Miniature Munition Interfaces between the CMBRE system and the BRU-61 carriage and also between the CMBRE system and the GBU-39 Small Diameter Bomb. The ADU-890 contains the switch box and associated cables.

Part II. Capability Survey Questions
A. General Capability Questions:
1. Reference the Draft Performance-based Work Statement (PWS) dated 2 April 2024:
a. Does your company consider the information in the document to be clear and concise regarding the duties and responsibilities that the Government expects the contractor to perform? If not, please identify the information that is needed or that requires additional detail and/or clarification.
b. Did your company identify any areas in the PWS that presented unacceptable risks? If so, please provide detailed information.
2. Describe briefly the capabilities of your facility and nature of the goods and/or services you provide. Include a description of your staff composition and management structure.
3. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).
4. Describe your company’s experience in repairing the Part Number/NSNs listed above that make up the CMBRE.
5. Describe your company's capabilities for generating, handling, processing and storing classified material and data.
