The Directorates include programs that support the FAA’s communication program infrastructure, navigation programs, weather & aeronautical services, data communications, controller training services, federal contract towers, and the transition and evolution of the agency’s network communications enterprise infrastructure. The support services under this vehicle will provide an enterprise solution to program and organization needs across six functional organizations within the PMO

(1. Program Management & Integration (PM&I), 2. Controller Training Solutions (CTS) Implementation,

3. Federal Contract Tower (FCT) Program, 4. Communications Infrastructure Network Programs (CINP),

5. Navigation Programs, Aviation Weather & Aeronautical Services Programs, and Data Communications) and 6. Telecommunications Integrated Services Office (TISO).

C. Organizational Overview

The Enterprise Services (ES) Directorate, AJM-3, is organized by several key teams/groups: Program Management & Integration (PM&I), Controller Training Solutions (CTS) Implementation, Federal Contract Tower (FCT) Program, Communications Infrastructure Network Programs (CINP), Navigation Programs, Aviation Weather & Aeronautical Services Programs, and Data Communications. A description of the functional areas and the planned TISO organization is included below:

a) Program Management & Integration (PM&I) - Provides business management services across the Enterprise Services (ES) portfolio. A well trained ATC workforce plays an essential role in fulfilling this responsibility. The CTS Program provides services to support the delivery of ATC training across all FAA facilities.

c) FAA Contract Towers (FCT) - Provides program management support of the FCT contracts. The FCT PMO support encompasses four primary task areas: Program Management Support, Acquisition Support, Engineering Support and Air Traffic Support.

d) Communications, Information and Network Programs (CINP) –Provides engineering, System Wide Information Management (SWIM), Domain Name System (DNS) , information management, Next Generation Air/Ground Communications (NEXCOM) radios, National Airspace System (NAS) Voice Switchers and Recorders, Voice Communications and access to Cloud Computing service environments and . Infrastructure Enterprise Services Platform (IESP), a virtualized processing and storage capability to support the NAS, as well as other non-NAS telecommunications networks and systems.

e) Navigation Programs – NAS navigation services is based on a combination of ground and satellite-based services to support all phases of flight. FAA Navigation Programs sustain current navigation services, supports the transition to Performance Based Navigation (PBN) as part of the NextGen system, as well as, providing resilient navigation services. This group provides lifecycle management of the programs identified in the navigation infrastructure roadmap. Highlighted programs managed in Navigation are Wide Area Augmentation System (WAAS), Very high frequency omni-directional range (VOR) Minimum Operational Network (VOR MON), NextGen Distance Measuring Equipment (DME), DME/VOR/tactical air navigation system (TACAN) (DVT) Sustainment Portfolio, and Visual Guidance Lighting Systems (VGLS) such as; Runway Visual Range (RVR) sustainment and the Medium Intensity Approach Light System with Runway Alignment Indicator Lights (MALSR) and High Intensity Approach Lighting System with Sequenced Flashing Lights (ALSF-2) Service Life Extension Programs (SLEP).

f) Aviation Weather & Aeronautical Services Programs – The Aviation Weather & Aeronautical

Services group sustains and refreshes legacy systems technologies, modernizes the NAS Weather and Aeronautical infrastructure, and reduces the impact of weather or other NAS status changes on aviation. This group also provides latest technology advances in Unmanned Airspace Systems (UAS) technologies such as Low Altitude Authorization Notification Capability (LAANC) and acquisition support to the Fleet Program Flight Modernization (FPFM) programs to streamline and modernize the agency’s fleet.

g) Data Communications (Data Comm) - Delivers data communications services between the pilots and air traffic controllers (ATC) and enhances ATC information available to airline operations centers. Data Comm provides a data interface between ground automation and flight deck avionics for controller and pilot communications.

h) Telecommunications Integrated Services Office (TISO) - Provides telecommunications, engineering, security, enterprise timing, program management, testing, and acquisition management for the National Airspace System (NAS) and Administrative Telecommunications.

Highlighted programs managed in TISO are FAA Telecommunications Infrastastructure (FTI), FAA Enterprise Network Services (FENS) and FAA Voice Enterprise Services (FAVES).

TISO also has a second component which involves a partnership with the Technical Operations line of business. This effort involves strategic planning and transition for network deployment related to legacy telecom and FENs, cutovers, service acceptance, decommissioning, monitoring and resolving telecomm events, providing upward reporting of events and network security.
