REQUEST FOR INFORMATION/MARKET SURVEY REQUEST
for
AME Macro Artifact Restoration Multiple Award Task Order Contract (MATOC)
DESCRIPTION OF INTENT:
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS REQUEST IS FOR
PLANNING PURPOSES, AND SHALL NOT BE CONSTRUED AS A SOLICITATION
ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR PROPOSALS/QUOTES OR
AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS
CONTAINED IN THIS NOTICE. INTERESTED CAPABLE VENDORS ARE INVITED TO
PROVIDE RESPONSES. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS
FOR ANY COST ASSOCIATED WITH THE SUBMISSSION OF THE INFORMATION
BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED
PARTIES FOR REPONSES.
Additionally, your response will be treated only as information for the Government to consider. As previously stated, respondents will not be entitled to payment for direct or indirect costs that are incurred in responding to this RFI. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly. The Government appreciates the time and effort taken to respond to this Request for Information and acknowledges its obligations under the United States Code Title 18 U.S.C. 1905; to protect qualifying information received specifically marked confidential or proprietary.

You are requested to place “Macro Artifact Restoration MATOC” in the subject line of the e-mail. If it is necessary to send more than one email, include the sequence number and total emails (for example, 1 of 2, 2 of 2). The responses, to include attachments, shall be in MS Word or PDF format and shall not exceed 50 pages.
The cut-off date for questions is 23 March 2023 at 08:00AM Eastern Daylight Time.
Questions that are received by this office after the deadline will be considered late and may not be answered. Questions and answers will be posted to SAM.gov no later than 09:00AM Eastern Daylight Time, 28 March 2023. Questions will remain anonymous. Responses to the RFI are due on 30 March 2023 at 08:00AM Eastern Daylight Time.
Responses received after this, whether received by email or by mail, may not be considered.
DISCLAMER: Proprietary and other sensitive information should be clearly marked with requested disposition instructions. Submitted materials will not be returned.
The Government is not responsible for the public disclosure of unmarked data received in response to this RFI. Accordingly, the potential offeror shall ensure that technical data provided in response to this RFI shall be appropriately marked (i.e., proprietary) to ensure proper Government handling of the data. Should the USG need to reproduce the protected data for distribution purposes between Government offices, all such data shall be reproduced with restrictive legends in place.
In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. No evaluation letters or results will be issued to the respondents. No solicitation exists;
therefore, do not request a copy of the solicitation. It is the respondent’s responsibility to monitor SAM.gov for the release of further information.
The United States Government (USG) acknowledges its obligations under 18 U.S.C. §1905, The Trade Secrets Act, to protect confidential information provided to the USG. Pursuant to this statute, the USG is willing to accept proprietary restrictions placed upon data presented in response to this RFI and to protect such information from unauthorized disclosure, subject to the following:
• Data must be in writing and be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the Government is clearly notified what data is proprietary.
• Mark as proprietary only data that is truly confidential and to which there is a legal property right.
• Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Do not mark data that is available to the USG or to the public without restriction from another source.
• Do not submit any classified data in response to this RFI.
• Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: “PROPRIETARY PORTION BEGINS” and “PROPRIETARY PORTION ENDS.”
TOPIC:
The US Army’s Center of Military History Army Museum Enterprise (AME) is looking for a contractor to perform services related to the cosmetic restoration, condition stabilization, hazardous materials abatement (if required), and limited general repair of macro-scale Army Artifact Collection items owned by the AME. The Contractor shall furnish, upon receipt of an individual Task Order award, all the necessary services to restore all macro-scale historical artifacts. The contractor shall perform all work to the standards of the current museum industry pertaining to restoration of macro-scale artifacts. Additionally, all work may be required to be performed in-situ, in an enclosed area, or in an area accessible by museum patrons and staff, requiring coordination and compliance with various installation commands and related environmental and/or safety offices/departments. The site locations for performance will be identified in each Task Order.
Work will include the complete exterior cosmetic refurbishment and restoration of the macro artifact(s) and may also include the partial or complete refurbishment and restoration of interior spaces as well. This will most often require the preparation of exterior (and interior, if required) surfaces for repainting and re-marking through the removal of failed paint and coatings. The Contractor will commit to preserving and re-using as much original historical material from the artifact as possible in order to preserve the artifact's historical integrity to the greatest extent possible.
As part of the restoration and stabilization process, additional work may be required to abate and remove hazardous materials and/or elements from the artifact's materials and subsystems. Such abatable materials may include petroleum, oil, and/or lubricants (POLs);
lead acid or other batteries; ionizing radiological sources and materials, such as Radium paint, Tritium, and/or Cesium; pressurized fire suppression systems and elements; main and support weapons systems; and other materials that could pose a hazard to museum patrons and staff members.

We are seeking restoration and abatement service providers who experienced and will be ready to begin work cosmetically restoring and abating historic Army macro artifacts on the first day of the contract.
h. Describe your company’s procedures/process for cosmetically restoring and abating macro-scale technological artifacts of the types being considered for restoration. This may include tanks/tracked vehicles, wheeled vehicles, aviation/aerospace artifacts, towed or self-propelled weapons systems, stationary weapons emplacements, support equipment, and numerous other types.
