This is a Request for Information (RFI) and Sources Sought notice issued by the US Army Communications-Electronic Command (CECOM) to identify potential contractors capable of providing maintenance support for the AN/USC-28(V) Satellite Communication Sets (SCS) and the Charon Merged Emulator. The scope of work encompasses depot-level repair and overhaul of Line Replaceable Units (LRUs), Shop Replaceable Units (SRUs), and end-items for both airborne and ground-based systems; Field Maintenance Technician (FMT) support; and testing, inspection, and certification of equipment. The government does not possess a complete technical data package and anticipates contractors may need to employ reverse engineering or leverage existing expertise. Responses must be submitted in Microsoft Word or Excel format to Roxanne Barbaris (Contracting Officer) and Alyson Scholz (Contract Specialist) no later than March 18, 2026, at 10:00 AM EDT.

The anticipated contract will be structured as a Cost-Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) with a three-year ordering period and two twelve-month option periods, with performance locations determined at the task order level. Key contract requirements include depot repair and overhaul services as the primary function; Government Property (GFP) management with real-time digital inventory tracking; implementation of a formal Failure Reporting, Analysis, and Corrective Action (FRACAS) program with monthly reporting; proactive Diminishing Manufacturing Sources and Material Shortages (DMSMS) management; and strict configuration management with formal Engineering Change Proposal (ECP) procedures. Respondents must provide company information (CAGE code, DUNS number, business size status), demonstrate technical expertise and necessary facilities, and answer a detailed contractor questionnaire addressing company overview, past performance on similar military projects, technical capabilities, data gap solutions, obsolescence management experience, field support experience, configuration management processes, facility capabilities, and security clearance status. This RFI does not constitute a guarantee of contract award, and the government will not reimburse respondents for any costs incurred in preparing responses.

Purpose: Request for Information – Sources Sought, The US Army Communications-Electronic Command (CECOM) is conducting a Market Survey to identify potential sources with the capability to provide maintenance support for the AN/USC-28(V) Satellite Communication Sets (SCS) and the Charon Merged Emulator.

The intent of this RFI is to gauge industry capabilities, and relevant experience to support the AN/USC-28(V) Satellite Communication Sets (SCS) and the Charon Merged Emulator.

The scope of this requirement includes, but is not limited to:

• Depot-level repair and overhaul of Line Replaceable Units (LRUs), Shop Replaceable Units (SRUs), and end-items for both Airborne and Ground-based systems.

• Providing Field Maintenance Technician (FMT) support.

• Testing, inspection, and certification of equipment.

The table of parts to be supported is detailed in the attached table. These components include processors, modulators, converters, power supplies, and circuit card assemblies.

The Government does not own a complete technical data package (TDP) required to design, develop, or manufacture all components of the AN/USC-28(V) system. Interested sources will need to demonstrate their ability to successfully perform the required maintenance and repairs, potentially through reverse engineering or by possessing existing data and expertise.

Industry Day: This acquisition will not have its own Industry Day.

Estimated Ordering Period/Period of Performance: three-year (36 month) ordering period and two (twelve month) option period.

Place of Contract Performance: There are multiple places of performance which are determined at the delivery/task order level.

Contract Type: This contractual effort shall be executed under a Cost-Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract structure.

Major Test Support Services: Work on the contract will include experience in the five expected test support areas which may be further defined in the final PWS:

1. Depot Repair and Overhaul Services- This is the primary operational function of the contract. It includes receiving government equipment, performing Test and Inspection (T&I), conducting repairs on Line Replaceable Units (LRUs) and Shop Replaceable Units (SRUs), and performing complete system overhauls to restore equipment to "Condition Code A" (fully serviceable).

2. Government Property (GFP) Management and Accountability- The contractor is responsible for the complete lifecycle management of all Government-Furnished Property. This includes maintaining a real-time digital inventory (Total Asset Visibility), managing depot storage, tracking assets, handling shipments with proper documentation (DD Form 1149, DD Form 250), and ensuring audit readiness for government inspections.

3. Failure Reporting, Analysis, and Corrective Action (FRACAS)- A critical requirement is the implementation of a formal FRACAS program. The contractor must capture and analyze all system failures, identify root causes, report findings monthly (CDRL A001), and implement corrective actions to improve system reliability and prevent recurring issues.

4. Obsolescence (DMSMS) Management- The contractor must run a proactive program to manage Diminishing Manufacturing Sources and Material Shortages (DMSMS). This involves identifying parts that are becoming obsolete, assessing the risk, developing mitigation strategies (like last time buys or redesigns), and reporting the status in quarterly working groups.

5. Configuration Management and Control- The contractor is required to strictly adhere to the established Configuration Baseline. Any change that impacts the system's form, fit, or function requires a formal Engineering Change Proposal (ECP) and government approval before implementation. This ensures all modifications are controlled, documented, and approved.

Contract Management Expectation: All contract management personnel, including the Contract Manager, will be provided by the Prime Contractor. The Contract Manager will be responsible for the management and execution of the entire contract, as well as only point of contract authorized to interface with the Government, including the Contracting Officer Representative (COR), on behalf of the contract. All material purchases and Other Direct Costs (ODC) will be the responsibility of the prime contractor.
