About this file

This Request for Information (RFI) was issued by the Michigan Department of Corrections (MDOC) and Michigan State Industries (MSI) to gather market data on creme cleansers with deodorizer for use in correctional facilities. The product is a mild abrasive, non-phosphate cleaner designed for cleaning and sanitizing countertops, sinks, bathroom fixtures, and other surfaces within correctional facilities. The RFI was issued on January 22, 2021, with a deadline for vendor questions by January 28, 2021, answers posted by January 29, 2021, and responses due by February 3, 2021. Follow-up discussions were anticipated through February 15, 2021. The State reserves the right to request oral presentations and product samples from selected vendors. Vendors were instructed to submit responses through the SIGMA system on www.michigan.gov/SIGMAVSS and could propose alternative products with corresponding specification sheets. The current product being used is manufactured by Arrow Chemical Products Inc (item #117) and is shipped in natural-colored quart containers with easy-dispensing caps.

The RFI does not constitute an offer to enter into a contract and is intended to inform future procurement strategy and the development of a Request for Proposal (RFP) for creme cleanser. Vendors were required to provide company information, authorized contact details, product specifications, industry standards knowledge, testing methodologies, quality control processes, and their likelihood of bidding on a subsequent RFP. The State indicated it would determine at its sole discretion which products and specifications would be incorporated into any future bid document. All responses are subject to disclosure under Michigan's Freedom of Information Act and become property of the State. The State will not be liable for any costs incurred by vendors in preparing or submitting responses.
