Request for Information C25102-FI959-21 - Marion County

This Request for Information (RFI) was issued by Marion County Assessor's Office on August 2, 2021, with responses due by 2:00 p.m. PST on August 10, 2021. Marion County seeks information regarding remote/mobile access solutions, automatic routing capabilities, and real-time processing and project reporting features that integrate with the County's Computer Assisted Mass Appraisal (CAMA) Software and Helion Software's Oregon Counties Assessment and Taxation System (ORCATS). The County requires an established, commercially available solution that has been proven in the State of Oregon and includes a cloud-based mobile application for field appraisal with administrative backend functionality. The proposed solution must support offline capability with data synchronization, integrate with existing systems including Apex Sketch, county mapping and imagery data, and Laserfiche, and provide administrative workflow management including task assignment, fieldwork review, data approval, reporting and dashboards, routing optimization, and mobile device management with application updates.

This RFI is issued for information and planning purposes only and does not constitute a formal solicitation or binding contract offer. The County intends to use responses to determine whether remote/mobile access solutions meeting the specifications are available from a single source; if confirmed, Marion County will proceed with a Sole Source Procurement in accordance with MCPCR 20-0275 and ORS 279B.085. Respondents should be aware that submissions will become public records subject to Oregon's Public Records Law, though the County will take reasonable measures to protect materials designated as trade secrets under ORS 192.501(2). No evaluation or scoring of submitted materials will occur, and respondents will not necessarily be notified of RFI results or future solicitation opportunities.
