The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to repair the Multifunctional Information Distribution System (MIDS) Block Upgrade 2 (BU2) AN/USQ-140(V) components listed below. The level of security clearance is secret and the amount of foreign participation has not been determined.

The current RMC/RMSC codes is "R3/D" which states repair for the second or subsequent time, directly from the actual manufacturer. The “R” indicates the data or the rights to use the data needed to purchase this part from additional sources are not owned by the Government and it has been determined that it is uneconomical to purchase them. The Repair Suffix Code (RMSC) is a "D" which indicates that data needed to compete for contract repair is not physically available. The Government has determined that this system is a military unique item and no commercial item exists that is equivalent in nature. The Government does not own or have access to the technical data package(s) for these items. The Government has determined that this system is a non-commercial item. Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor's facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Samples are not available for evaluation to respond to this Request for Information. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. Current sole source contractor for this effort is Data Link Solutions CAGE Code, CAGE Code: 081U3 The Government does not intend to award a contract on the basis of this sources sought.
INSTRUCTIONS:
1. The document(s) below contain a description of the MIDS BU2 requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company's capability.
2. If, after reviewing these documents, you desire to participate, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/ capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
3. Both large and small businesses are encouraged to participate. Joint ventures or teaming arrangements are encouraged.

These requirements are for repair services. Our repair services strategy is a three-year contract (basic plus two option years) and will continue through FY23. These particular NSN requirements will be added to an existing contract including current option year and two ordering periods of the contract which expires in July 2023. The projected quantities will be Best Estimated Quantities (BEQ) based on current and projected future demands. The Government's needs for repair services are required in order to support current and future combat capabilities for multiple air and ground platforms. The MIDS LVT BU2 upgrade is based on the “remove and replace” concept and is not expected to drive any host platform software or hardware changes. However, there are areas of concern regarding the modification of the MIDS terminal to Block Upgrade 2 and the actual integration and operation of MIDS JTRS/MIDS BU2 terminals in Air Force platforms affecting things like crypto loading procedures, maintenance procedures (i.e. battery replacement, BIT and ops checks), operational procedures and even tactical impacts. These will have to be addressed during the fielding process. The Risk Reduction Terminals (RRTs) should identify issues that arise during bench testing. The MIDS JTRS integration poses its own set of potential implications which still need to be better understood. MIDS JTRS will require platform OFP changes, potential aircraft wiring changes, and will have significantly more functional differences to existing terminals. This will require more oversight and support than the MIDS BU2 fielding.
MIDS is interoperable with AN/URC-107 (JTIDS) terminals that utilize the Joint Interoperability of Tactical Command and Control Systems (JINTACCS) TADIL-J series message standard defined in Military Standard (MIL-STD) 6016. MIDS provides JTIDS functionality at reduced cost, weight and size thereby meeting space limitations for aircraft and other platforms. MIDS is capable of exchanging Link-16 J Series messages and voice concurrently among other MIDS and JTIDS Class 2 terminals in a hostile Electromagnetic Environment (EME). MIDS contains a Secure Data Unit (SDU) embedded in the Signal Message Processor (SMP). The nodeless system distributes encrypted information at high data rates and with jamming resistance sufficient to produce highly reliable and assured communications in a hostile EME. MIDS will interface with existing communications and data systems on host platforms and work successfully in any required application. MIDS NSNs will also be one and two way interchangeable/linked with NSNs purchased and repaired via a second vendor repairing like sub configurations.
BU2 Configurations: MIDS Block Upgrade 2 (BU2) is based on several approved Engineering Change Proposals (ECPs) that will upgrade existing Multifunctional Information Distribution System (MIDS) Low Volume Terminals (LVTs) to meet both the CJCS Crypto Modernization and DoD/DoT Frequency remapping mandates. The MIDS JTRS software defined terminals satisfy the mandates and provide additional networking capabilities. Current MIDS-equipped units transitioning to MIDS BU2 or MIDS JTRS will require training and Subject Matter Expert (SME) support during integration and installation of these terminals onto their platform. This SME support will address procedural differences and new capabilities; such as terminal crypto keying differences required with Crypto Modernization, terminal initialization differences, Operations and Communications Security considerations, legacy terminal interoperability issues and network management, mission planning considerations with the Joint Mission Planning System (JMPS), and any other behaviors that are not in previous terminal versions.

Part II. Capability Survey Questions
A. General Capability Questions:
1. Describe briefly the capabilities of your facility and nature of the goods and/or services you provide. Include a description of your staff composition and management structure.
2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).
3. Describe your company's experience in repairing the Part Number/NSNs listed above that make up the Multifunctional Information Distribution System (MIDS) AN/USQ-140(V).
4. Describe your company's capabilities for generating, handling, processing and storing classified material and data.
5. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals. Identify what software programs are utilized to generate these data products and what formats are available for delivered items.
6. What is your company's current maximum capacity per month for this particular type of requirement? Provide information on any facility reserves you may possess to increase capacity in the event of an immediate need do to critical operational mission requirements.
