2. RFI Title: BLMS – Biodefense Laboratory Management System

3. Agency: United States Army Medical Research and Development Command (MRDC) Enterprise Information Technology Project Management Office (eIT PMO)

7. Background: Since 1969, USAMRIID has served as the Department of Defense's (DoD) lead laboratory for medical biological defense research. While our core mission is to protect the warfighter from biological threats, we also investigate disease outbreaks and threats to public health. Research conducted at USAMRIID leads to medical solutions—therapeutics, vaccines, diagnostics, and information—that benefit both military personnel and civilians. USAMRIID is a subordinate laboratory of the U.S. Army Medical Research and Materiel Command. The USAMRIID’s mission is to provide leading edge medical capabilities to deter and defend against current and emerging biological threat agents.

The USAMRDC eIT PMO requires a support to sustain the Biodefense Laboratory Management System (BLMS). BLMS is an enterprise-wide information technology system that is used within the USAMRIID for providing information that supports the institute’s mission. BLMS is used by the Office of the Principal Assistant for Research and Technology (OPART) to track program and project management functions to include, cost, schedule and performance and provide budgetary reviews with the USAMRDC Commanding General and Laboratory Commanders.

Furthermore, the BLMS Human Resources (HR) module is being utilized by USAMRIID to conduct their human resource capital management exclusively.

8. Objective and Purpose: The objective is to support and sustain BLMS.

Objective 1: Sustain BLMS. The contractor shall sustain the BLMS system and support expanded use of its capabilities. The primary objective is to maintain operational capability and make continual minor improvements to the system to increase performance, ease of use, and/or address changes in business processes. This includes performing patching and upgrades to new releases of the system software. The contractor is free to propose a different architectural/configuration strategy for BLMS, if they believe that it would improve performance and/or reduce costs. However, any proposed changes shall be described in the proposal and should include the rationale. A plan shall be provided for how these changes would be implemented.

Objective 2: Option: “Major” changes and/or repairs. The Contractor shall have the ability to provide additional resources, at the Alliant GWAC pre-negotiated hourly rates, to support major changes or major repairs to the BLMS system, without interruption to normal/daily operations (i.e. sustainment tasks). “Major changes” are defined as those that extend above and beyond the scope of baseline sustainment tasks, such as implementation of a new application that is not already operational in BLMS (i.e. E-Business Suite (EBS) Project Billing), set-up of data warehouse and reports (trend analysis of the project portfolio, project costs, personnel, and other resources) for the collection trending data, migration to a new application that is replacing a similar product being de-supported by Oracle (i.e. the former Oracle Collaboration Suite), and/or expansion of the system to include other tenants who may adopt the system, such as another USAMRMC laboratory and sustainment there after. “Major repairs” would include activities required by the Offeror to restore operation of the system due to a failure from which the system could not recover using a backup.

In addition, the Contractor shall have the ability to re-build the hardware infrastructure supporting the Biodefense Laboratory Management System (BLMS) at the primary location using a Microsoft Windows-based Server Operating System (OS), rather than using the current Linux OS. The existing BLMS server enclave at the primary location would be maintained in parallel, until such time as the secondary location enclave is fully operational. Once all existing system interfaces to BLMS have been migrated over, the primary location enclave would be decommissioned. The Contractor shall also have the ability to migrate existing data, files, and interfaces from the primary to the secondary location. The Contractor shall also have the ability to attend planning meetings, with the infrastructure support team, in order to develop a detailed transition plan that encompasses the entire BLMS Transition effort.

• Describe the company’s ability to provide an IT Research Portfolio Management business solution for seven large distinct Research laboratories submitting through one HQs

• Provide the company’s experience with Oracle based software solutions and linux-based operating systems

• Describe the company’s expertise in the areas of IT solution management and understanding of the Army Medical Research technology solutions currently at

USAMRDC

12. Instructions to Responders:

12.1 The Government appreciates responses from all capable and qualified sources.

12.2 The Government welcomes input and will accept questions pertaining to this RFI;

however, the Government reserves the right to answer or not answer all questions pertaining to this RFI. Only one set of questions per vendor will be accepted. Telephone requests will not be entertained.

12.4 Interested firms should submit a response (Capability Statement) that demonstrates the Offeror’s capabilities identified in this RFI and shall also provide verification that the vendor is an authorized reseller of the BD product. The Capability Statement shall not exceed five (5) typed pages; additional sheets for cover page, table of contents, tables, and charts will not be counted toward page limitation.

The purpose of this RFI notice is to gain market knowledge.

This RFI is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. The Government is not obliged to award a contract or otherwise pay for the information provided in the responses received.

The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its responses are complete and sufficiently detailed to allow the Government to determine the organization's solution. Responders are advised that the Government is under no obligation to acknowledge receipt of the information received, or to provide feedback to respondents regarding any information submitted.

After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on SAM.gov. At this time, no solicitation exists; therefore, please do not request a copy of the solicitation. NO PHONE CALLS PLEASE. It is the responsibility of any potential vendor to monitor SAM.gov for the release of any solicitation or synopsis.

Responses to this notice will not be considered adequate responses to a solicitation.
