About this file

This document is a Request for Information (RFI) for a Diminishing Manufacturing Sources and Material Shortages (DMSMS) resolution on the ALE-50 Launcher Controller. The United States Air Force (USAF) is conducting market research to identify solutions for resolving multiple DMSMS-related issues with the Launcher Controller (NSN: 5865-01-481-1841, P/N: G555563-4), with particular focus on the power supply which is causing a large portion of failures. The government seeks information and a rough order of magnitude (ROM) for resolving these issues, which may include scrubbing the outdated bill of materials, locating new vendors, and utilizing previously qualified components.

Respondents are required to submit business and capability information by close of business on July 31, 2025, via email to specific government contacts (Kenneth Dicman and Matthew Moorman). The desired deliverables include two updated Launcher Controllers with resolved DMSMS issues, testing reports validating acceptance procedures, and formal engineering change proposal (ECP) documentation. The RFI notes that Raytheon Technologies is understood to be the sole source provider, and while no small business set-aside has been determined, the government encourages participation from both large and small businesses, including joint ventures and teaming arrangements. Respondents are warned that participation in this market research does not guarantee future solicitation or contract awards.

The Government is conducting market research to identify information and a ROM for the DMSMS resolution on the ALE-50 Launcher Controller, NSN: 5865-01-481-1841, P/N:

G555563-4. The level of security clearance and amount of foreign participation in this requirement has not been determined.

The Government does not own or have access to the data for these items. The Government has determined that this system is not a commercial item.

When formulating market research level DMSMS resolution submission, the contractor shall assume furnishing all material, support equipment, tools, test equipment, and services. It is the government’s understanding Raytheon Technologies is the sole source provider.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

INSTRUCTIONS:

1. The description below contains a description of the ALE-50 requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

2. If, after reviewing the description, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.

Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this RFI is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. PURPOSE/DESCRIPTION

USAF is requesting information and a ROM for the DMSMS resolution on the ALE-50 Launcher Controller, NSN: 5865-01-481-1841, P/N: G555563-4

The Launcher Controller currently has multiple DMSMS-related issues. The USAF (408th) is seeking to resolve these issues and ensure future demand can be repaired in a timely manner.

USAF is specifically concerned about the power supply resulting in a large portion of the failures but requests information to resolve all other DMSMS-related issues associated with the launcher controller.

Information and ROM should include necessary means to resolve DMSMS-related issues, which could include, but are not limited to, scrubbing the outdated BOM to find new sources, locating new potential vendors, and utilizing previously qualified components/sources to update the current configuration.

Planned testing will, at a minimum, be done using the currently approved Government Acceptance Test Procedure (ATP). Still, depending on the significance of the DMSMS-related issues, they may be subject to greater qualification testing at the piece part or LRU level. Any suggested testing will need USAF LCMC/HBY concurrence on testing greater than current ATP Requirements.

The aim of the information and ROM should be to achieve the following end result:

deliverables should include (2) -1841 Launcher Controllers with updated components that resolved the DMSMS issues, testing reports validating ATP or possibly more stringent testing, and formal ECP-noted changes describing the differences between the legacy configuration and the new modified configuration that resolved the DMSMS issues.
