About this file

This is a Request for Information (RFI) questionnaire issued by Robins Air Force Base seeking market research on potential sources to procure an Aircraft Generator Test Stand (AGTS) and components to replace obsolete test stands with revamped assets for 400 cycle AC aircraft generators and constant speed drive testing. The requirement covers Legacy K400B, K738XL/K400B-XL, and MC-2000 systems, with specific NSNs identified as 4920-01-724-5180 (AGTS), 4920-01-093-0521 (K400 Test Stand), and 4920-01-459-8016 (MC-2000 Test Stand).

The RFI details technical requirements including minimum metering specifications for AC/DC voltage, current, frequency, watts, flow, pressure, and temperature measurements. Currently, AVTRON (CAGE Code 01014) is the only company to supply a proposal. The government owns the Technical Data Package and has determined this is not a commercial item. No set-aside decision has been made, but both large and small businesses are encouraged to participate, including through teaming arrangements. Respondents must provide detailed information about their manufacturing capabilities, quality assurance processes (ISO 9001, AS9100), cybersecurity compliance, and experience with similar requirements. The required NAICS code is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing). The test stands will support multiple aircraft including A-10, F-15C, F-15E, F-16, B-1 & F-15EX.

REQUEST FOR INFORMATION Questionaire Aircraft Generator Test Stand (AGTS)

Robins Air Force Base Warner Robins Air Logistics Center

CAUTION:

The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to procure an Aircraft Generator Test Stand (ATGS) and components. This specification covers replacement of obsolete aircraft generator test stands (AGTS) with revamped assets of the 400 cycle, alternating current (AC) aircraft generator and constant speed drive test stand, (Legacy K400B, K738XL/K400B-XL, MC-2000). The level of security clearance and amount of foreign participation in this requirement has not been determined.

AMSC/AMC code is 3/R (MC2000 Legacy), 3/H (K400 Legacy).

The Government owns the Technical Data Package for the legacy system. The Government has determined that this system is not a commercial item.

Technical Data Package is available for evaluation.

Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.

Currently AVTRON is the only company to supply proposal. (Cage Code 01014.)

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

NOTE: FAR 15 requires certain clauses/language to be included in the RFI. Make sure the PCO adds the information to this section.

INSTRUCTIONS:

1. The document(s) below contain a description of the AGTS requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

NOTE: Attach the SOW, PWS, tech specification, requirements, etc.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.

3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:

a. No set aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability.

Please ensure that you provide a thorough response to each question. If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming/partnership/joint venture/subcontracting arrangement do you have in place to fulfill the government needs? Providing evidence of this arrangement, e.g. emails, letter, etc. that demonstrates a united response to this RFI is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has capability of fulfilling.

b. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

4. Both large and small businesses are encouraged to participate in this Market Research.

Joint ventures or teaming arrangements are encouraged.

5. Questions relative to this market survey should be addressed to the PCO.
