Description Army Contracting Command is releasing this Request for Information (RFI) on behalf of the Office of the Deputy Assistant Secretary of the Army for Financial Operations and Information (DASA-FOI). This RFI is to seek information from industry to assist with the development and planning of a potential new requirement.
DASA-FOI is currently transitioning to an Army Financial Improvement (AFI) Single Award (SA) Indefinite Delivery Indefinite Quantity (IDIQ) contract. This contract will have a $250M ceiling, maximum three-year ordering period, and a hybrid Time & Materials (T&M) and Firm Fixed Price (FFP) contract type. The SA IDIQ will be utilized until a Multiple Award (MA) IDIQ can be awarded.
DASA-FOI is performing a RFI for its future AFI Multiple Award Contract to incorporate Industry’s perspective in its acquisition strategy. This is not to be construed as a commitment by the US Government to form a binding contract or agreement. The Government will not reimburse or pay for information submitted in response to this RFI. All submissions become Government property and will not be returned. This RFI is open to all business types.
This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry through this exchange of information. Responses to this RFI are voluntary and will not affect any contractor's ability to submit a proposal if, or when, a solicitation is released. No entitlement to payment by the Government of direct or indirect costs or charges will arise because of the submission of information in response to this RFI. Proprietary information shall NOT be submitted in response to this RFI, nor will the Government be liable for or suffer any consequential damages for any improperly identified proprietary information. No award will be made as a result of this RFI. This RFI is for informational purposes only to promote exchanges of information with industry. The Government will not pay for any information and/or materials received in response to this RFI and is not obligated by the information received.
Scope of this RFI DASA-FOI is conducting market research in accordance with FAR Part 10 to identify potential large and small business sources for an anticipated MA IDIQ in support of the Financial Improvement and Audit Remediation (FIAR) Program. The Government anticipates the MA IDIQ will have a ten (10) year ordering period with an estimated ceiling amount of $2B. The primary objective of this RFI is to request industry insights on the proposed approach. These Task Areas cover the broad range of activities that are possible for the Task Orders that will be issued off of this Multiple Award Contract. Army expects to issue multiple Task Orders off this contract to reflect a broad range of requirements and different stakeholder needs within Army. Task Orders may reflect specific enterprise-wide requirements, while others may tie to a Command and its requirements specifically. For example, DASA-FOI and numerous Army commands will likely have simultaneous task orders in execution, each of which will align with TBD task areas. Detailed requirements, deliverables, and performance thresholds will be determined and defined at the Task Order level. An outline of a sample task order is attached to this RFI.
a. Do you anticipate any overlap in task areas?
b. Are there any specific activities that are best suited for a Firm Fixed Price (FFP) pricing structure? If so, please identify.

Management Organization) to support the Government in project management aspects of this contract: How could the PMO best facilitate communication between the government and contractors? Are there any concerns with your company interacting with a contracted employee that directly supports the government management team? How can we mitigate the concerns?
b. The PMO would not engage in inherently governmental activities, are there any activities that you would find challenging in working with a contractor-operated PMO? Please describe.
c. What issues would you find critical to resolve before you would successfully work with a contractor-operated PMO?
4. Providing opportunities to contribute new solutions and approaches by leveraging capabilities and innovative potential.
a. How should Army assess innovation and tech capabilities?
b. What data would you need to propose labor categories (LCATs) and levels of effort (LOEs) for your technical approach to a requirement?

e. How do bidders recommend that Army ensure small business participation beyond holding large businesses to their subcontract plans? e.g., set asides, etc.
f. Do you have any further recommendations related to small business participation?
g. If Army were to utilize a bidder’s library to include documentation on its current state, what sort of information would be most helpful as bidders prepare to respond to each task area?
