REQUEST FOR INFORMATION
AFSC/PZABB Contracting

THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Request for Information (RFI) is in support of Market Research being conducted by the United States Air Force to identify potential sources that may possess the expertise, capabilities, and experience to meet the repair, test teardown & evaluation, overhaul, remanufacture and new manufacture requirements of parts for the 423rd SCMS Accessories Multiple Award Contract (MAC).
This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. This RFI is issued solely for information and planning purposes. The information in this notice is current as of the publication date but is subject to change and is not binding to the Government. Oral submissions of information are not acceptable. There may be future RFIs and notice will be posted on sam.gov to notify the public of the ongoing market research.
PURPOSE:
This RFI is issued for the purpose of communicating requirements to industry. AFSC/PZABB intends to use information gathered from these interactions to gain awareness of capabilities, determine interested parties, and to support formulation of an acquisition strategy. Early industry involvement in creating a properly scaled enterprise solution is critical to the success of this contemplated acquisition, with the goal of providing AFSC/PZABB and its customers superior and cost-effective support.
DESCRIPTION OF EFFORTS
This Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract will supplement Tinker Air Force Base (TAFB) essential services and manufacture. The OC-ALC at TAFB has an on-going need for support for aircraft accessories. The items are highly specialized components of major weapon systems, and the Government must have reasonable assurance that all performance and safety requirements can be met.
The proposed North American Industry Classification (NAICS) Code is 336413, which has a corresponding Size Standard of 1,250 employees. The Government is interested in all businesses to include Large Business, Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Businesses. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners.
The contractor shall be capable of furnishing all required labor, material, facilities and equipment to repair, overhaul, remanufacture and manufacture, test, preserve, package and return aircraft accessories. The Contractor will be responsible for supply chain management, logistics, forecasting of parts, long-lead parts procurement, reparable forecasting, obsolescence issues and delivery of serviceable assets. This effort includes additional support, as over and above tasks. Establish and maintain agreements with the Original Equipment Manufacturers (OEMs) for data and technical support to maintain various aircraft accessory parts. The Government also requires information for: quality, contract funds status, integrated master schedules, consumption and usage, service engineering reports, subscription services for technical manual updates. All records, files, documents, and work papers provided by the Government or generated by the Contractor in support of the contract are Government Property.
OBJECTIVES
The goal is to fully support the fundamental and overarching objective by providing repair, test teardown & evaluation, overhaul, remanufacture services and new manufacture products to the warfighter. A continuing, structured and systematic approach for essential aircraft accessories support is critical to the TAFB mission and will be affected through this RFI. The objectives and requirements identified within the PWS/SOW are described in general terms. Each task order (TO) will be tailored to address customer specified task order requirements, scheduling task order options, and performance criteria. This RFI describes the basic requirements that shall apply to the individual TOs that are placed under the MAC IDIQ. The applicability of these requirements and any other specific requirements shall be set forth in each individual TO.
The Government intends to award a multiple award indefinite delivery/indefinite quantity (ID/IQ) contract for the aircraft accessories. Award will either be based on the Lowest Price Technically Acceptable (LPTA) or Tradeoffs.
Within the best value continuum, FAR 15.101 defines best value as using any one or a combination of source selection approaches.
This draft RFI is subject to a Partial Set-Aside of task orders for Small Businesses. Only qualifying small businesses will be eligible to compete for set-aside task orders. Task orders larger than the partial set-aside will be available for competition among contractors (large or small) who successfully compete under the non-set-aside portion of this solicitation for the Full and Open Competition Pool Small Business Choice of Competition. Small Business offerors shall clearly indicate the pool(s) in which they intend to compete on the front page of the RFI. Small businesses may elect to compete in either or both competition pool(s). If a small business elects to compete in the full and open pool, they must submit a separate proposal, to include all volumes, for the Full & Open Competition Pool and meet all the criteria for that pool to be eligible for award. Successfully performing small businesses may become eligible to expand into the full and open pool. No funding is available currently. Funding will only be obligated on each task order awarded under the basic contracts. The minimum order for all awarded basic contracts will be the post-award conference. The anticipated RFP release is in early 2026 timeframe.
Currently, the Government is seeking additional feedback regarding the draft RFP. Potential offerors are encouraged to self-score themselves and provide comments/questions regarding all aspects of the draft RFP. Furthermore, potential offerors are encouraged to provide comments regarding the specific topics below:
