About this file
This is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center (AFLCMC) Special Warfare Contracting Office seeking market research on sources capable of providing a modular tactical Signals Intelligence (SIGINT)/Electronic Warfare (EW) system. The RFI is for informational purposes only and does not constitute a solicitation or binding commitment. The Government will not reimburse respondents for preparation costs, and submitted documentation becomes Government property.
The required system must be body-worn, low Size/Weight/Power (SWaP), user-friendly, and capable of full spectrum signals prosecution in adverse environments. Key Performance Parameters include the system's ability to detect, directional find, and identify threat signals while stationary and mobile; interoperability with Android S20TEs and S23TEs via mesh network; Electronic Warfare Attack capabilities with tunable output power and various jamming modes; rugged construction with operating range of -30°C to +55°C and Mil-STD-810G compliance; man-portable weight of 25 lbs or less with dimensions not exceeding 5"(W) x 10"(H) x 5"(D); signal reception capability from 500KHz to 6GHz; autonomous operation with target recognition and AI algorithms; power compatibility with 9-18 VDC Freedom Pak WP FP05 and Harris tactical radio batteries; and operational availability exceeding 80% over 30-day periods. Key System Attributes require operator-enabled emitting capabilities, authenticated user/device access, and compatibility with the CACI Mastodon Beast+ System. Responses must include company data, detailed capability descriptions with supporting documentation (pictures, videos, test results, architecture views), rough cost estimates for production and development, warranty terms, training details, spare parts information, product improvement plans, risk assessment, and small business compliance information per FAR 52.219-14 and FAR 52.219-33. Responses not exceeding 15 pages are due by 12:00 PM Eastern Time on November 18, 2026, via email to the identified Government contacts. NAICS Code 334511 applies. Both U.S. and non-U.S. firms may respond; respondents must be registered in the System for Award Management (SAM) to be eligible for contract award.
