About this file
This Request for Bids is issued by the Riverbend Water Resources District in Texas for the supply and delivery of fiberglass reinforced pipe (FRP) to convey industrial wastewater to a proposed Wastewater Treatment Plant. The project requires 19,520 linear feet of 10" PN150 SN46 Fiberglass Reinforced Pipe for force mains and 12,200 linear feet of 18" PN50 SN46 Fiberglass Reinforced Pipe for gravity sewers. All pipe specifications are minimums, and suppliers may submit manufacturer pipe exceeding these specifications for consideration. The deadline for submitting questions is September 10, 2026, with sealed bids due by 3:00 p.m. on September 17, 2026, at which time bids will be opened and read aloud at the Riverbend Office located at 228 Texas Avenue, New Boston, Texas 75570. The District anticipates issuing notice of award on September 23, 2026, and issuing the purchase order agreement on October 28, 2026. Pipe and materials must be delivered to the project site prior to March 1, 2027. Bidders must propose a specific delivery duration in calendar days from issuance of the purchase order agreement to delivery of the complete pipe quantity; bids failing to state delivery duration will be evaluated using the longest delivery duration received.
The Riverbend Water Resources District will award the contract on a best value basis, with scoring weighted 75 percent on price and 25 percent on delivery. The price score is calculated by dividing the lowest total bid price by the bid price under evaluation and multiplying by 75. The delivery score is calculated by dividing the shortest delivery duration offered by any responsive bidder by the delivery duration under evaluation and multiplying by 25. The two scores are added together, with the award made to the bidder with the highest total score. Bidders must note any exceptions to the specifications in their bids; failure to check either the acceptance or exception box will be treated as representation that no exceptions are taken to the procurement specifications. The selected supplier is responsible for coordinating with the general contractor who will be selected through a future RFP for installation and warranty of the piping. The District reserves the right to reject any and all proposals.
