Forward Area Air Defense (FAAD) Command and Control (C2) Field Support

Requirements Document

For

704th Test Group/OL-A

7 April 2026

1.0 PURPOSE

The 704th Test Group (704 TG) Operating Location A (OL-A) tests Directed Energy Weapon (DEW) systems and operates a number of sensors and command and control equipment used for testing DEWs.

The 704 TG/OL-A provides unique solutions to unique problem sets for Directed Energy (DE) programs, which help programs to make informed decisions which impact the Warfighter. OL-A utilizes a number of sensors and instrumentation in order to perform testing, collect pertinent data, and provide the appropriate environments required to properly and rigorously test DEWs. The FAAD C2 is one of these systems and require the procurement of five days on-site technical support.

2.0 SCOPE

The contractor shall provide an Intrepid Systems Engineer to provide the following support:

2.1 On-site engineer support

2.1.1 Verify full functionality of both FAAD C2s (system functional checks)

2.1.2 Enable/verify interface with available sensors

2.1.3 Verify connectivity and data/track passing to available effectors and trackers

2.1.4 Verify radar range updates for a track are continuously being passed to the available effectors and trackers when a track is accepted

2.1.5 Verify proper cueing for available effectors and trackers

2.1.6 Verify interface is providing necessary updates for available effectors and trackers to function appropriately

2.2 Training

2.2.1 Provide technical system set-up training

2.2.2 Provide system operator training

2.2.3 Provide training for troubleshooting procedures

3.0 MILESTONES

Due to mission needs, there are 3 events with specific windows available for this support:

• April 12 –18, 2026 at Kirtland Air Force Base, New Mexico

• Option 1: 7 days support during June/July 2026 at White Sands Missile Range, New Mexico

• Option 2: 7 days support during September 2026 at Eglin Air Force Base, Florida

Work is to be performed on-site. Dates for the second and third event are still undergoing planning and dates have not yet firmed up. Coordination regarding date changes for support will be determined at the time the option is exercised.

4.0 DELIVERABLES

The contractor shall provide all training and equipment servicing at the locations listed above.

Coordination for range access will be done through Scott Sommer, AFRL/RDMT (for 704 TG/OL-A/DE CTF), 3550 Aberdeen Ave SE, Kirtland AFB, NM 87117-5776.
