SIMPLIFIED ACQUISITION PROCEDURES
JUSTIFICATION FOR SOLICITING A SINGLE SOURCE
(ORDER GREATER THAN MICRO-PURCHASE THRESHOLD (CURRENTLY
$3,000) BUT LESS THAN SIMPLIFIED ACQUISITION THRESHOLD
(CURRENTLY $150,000))
This document is prepared in accordance with the requirements of FAR 13.106-3(b)(3)(i).
1. Purchase Request number: TBD
2. Description of supplies and/or services: WMATA shall provide SmarTrip cards; a web-based system to enter monthly fare amount(s) to the card with the ability to allow employees to utilize other surrounding transit systems including Metrorail, Metrobus, regional commuter busses, van pools, Amtrak, and local commuter trains affiliated with WMATA. Executive Order 13150, "Federal Workforce Transportation," dated April 21, 2000 requires Federal agencies to implement a "transit pass" transportation fringe benefit program in order to reduce traffic congestion and air pollution. Smart Benefits are the only form of fare media accepted by the District of Columbia METRO system and all other public transportation providers in the Washington, D.C. area. The SmartBenefits program allows OPIC to manage and fund transit benefits for participants.
3. Proposed contractor: Washington Metropolitan Area Transit Authority (WMATA), 600 5th Street, NW, Washington DC 20001-2610
4. Reason the proposed contractor is the only source reasonably available: WMATA manages the only subway system in the greater Washington DC area. Additionally, the WMATA SmartBenefits program is the only program in the region that offers seamless transition between multiple modes of transportation across multiple jurisdictions while allowing OPIC to manage its budget and funding for individual commuter employees.
5. Will these same supplies and/or services be needed again? Yes
6. Price reasonableness: The price is determined to be fair and reasonable based on WMATA’s commercial pricing and published prices on their website: www.wmata.com. Additionally, WMATA does not charge OPIC a fee.
7. Technical Certification: The information provided in this request is accurate and complete to the best of my knowledge and belief.
