About this file
This document is a Statement of Need outlining the requirement for the United States Department of Agriculture (USDA) National Agricultural Library (NAL) to acquire access to the Embase biomedical database produced by Elsevier. Embase provides comprehensive coverage of the biomedical literature, including over 31 million records from 8,500 journals, abstracts, and indexing for drugs, medical devices, and life science concepts.
The proposed contract has a base period of performance from July 1, 2024 through June 30, 2025, with four 1-year option periods. This requirement is being set aside for small businesses, and the USDA is conducting market research to identify qualified small business, HUBZone, 8(a), women-owned, or service-disabled veteran-owned small business contractors. Interested companies are requested to submit capability statements by April 23, 2024. The Technical Point of Contact for this requirement is TBD.

Statement of Need: Elsevier’s Embase Database subscription for DigiTop
Background
The United States Department of Agriculture (USDA), National Agricultural Library (NAL) is mandated (7 U.S.C. 3101) to serve as the primary agricultural information resource of the United States. One of its functions in that role is the identification and/or acquisition of information in all aspects of agriculture and allied sciences. In support of this function, the NAL acquires citation and abstracting databases from publishers and makes the databases accessible to USDA employees and library patrons via the internet.
In keeping with its charge to identify and guide users to agricultural and related information, USDA/ARS/NAL requires access to the largest possible collection of abstracts and citations to peer-reviewed literature including scientific journals, books and conference proceedings, in as many formats from as many publishers and sources as possible and must provide continuous and uninterrupted access to the most recent records in these collections.
Product Description
Embase, a biomedical database produced by Elsevier from 1974 to present, provides unparalleled coverage of the biomedical literature, including pharmacology, pharmaceutical science and clinical research. Basic biomedical science, veterinary science and extensive allied health topics are also included.
With over 31 million records from over 8,500 currently published journals, Embase’s content coverage includes MEDLINE, from the U.S. National Library of Medicine, which includes current Medline (1966 onward) plus Old Medline (back to 1950) as well as over 7 million records and more than 2,900 journals that are not covered by MEDLINE.
Embase also features:
• International coverage—records drawn from sources published in over 90 countries.
• Constant updates—over 1.6 million citations and abstracts added annually.
• Fully indexed citations, indexing terms, and codes.
• Author-written abstracts for roughly 80% of all citations
• Drug and device indexing by trade name, manufacturer name, and clinical trial
Embase is unique in its extensive coverage of searchable conference abstracts and includes abstracts from conferences dating back to 2009. It currently indexes over 6,000 conferences covering ~350,000 conference abstracts each year.
Emtree is the unique and world-renowned controlled vocabulary used for Embase indexing. It includes a range of terms for drugs, diseases, medical devices, and essential life science concept.
Emtree offers indexers a comprehensive vocabulary to describe the content of biomedical data and facilitates comprehensive searching and high precision retrieval.
Emtree includes:
• Nearly 86,000 preferred terms (nearly 33,000 for drugs and chemicals)
• Nearly 400,000 synonyms (over 200,000 for drugs and chemicals)
• 7,500 explosion terms that define the hierarchical structure.
• Over 5,500 specific terms for general and medical devices (such as endoscopes, catheters, and prostheses)
• 78 subheadings - 66 drug subheadings, including 47 routes of administration and 2 drug subheadings, ideal for pharmacovigilance searching.
Statement of Need: Elsevier’s Embase Database subscription for DigiTop
• Over 12,000 medical device trade names, 4 medical device subheadings, and 14 disease subheadings
• 50 check tags for study types, including randomized controlled trial, systematic review, and diagnostic test accuracy study.
• Links to nearly 25,000 CAS registry numbers
• Covers all new International Non-Proprietary Names (INNs) for drugs registered with the World
Health Organization (WHO), as well as all US Adopted Names and NDAs (New Drug Approvals) listed by the Food & Drug Administration (FDA) and European Medicines Agency
(EMA)
• All MeSH terms, which are mapped to Emtree terms for seamless searching of the entire Embase database.
Access to the Embase database to be acquired through this proposed contract is of vital importance to USDA researchers. USDA researchers have demonstrated its importance to their research by their consistent past use of this resource.
