The Advanced Range Threat Systems (ARTS) program office is seeking proposals for the development of a modern, single platform, short range, tactical, mobile surface-to-air (SAM) missile threat simulator fieldable prototype/Production Representative Article (PRA). This specific threat training is important to fifth generation and rotary aircraft. The US Air Force Air Combat Command has a need to train fifth generation aircraft against modern surface-to-air missile (SAM) threats. The goal of the program is to produce a fieldable prototype/PRA, with a complete Technical Data Package (TDP), to fulfill the Initial Operational Capability of (1) unit by FY24, with the option for additional prototype units depending on overall cost and available funding.

The Air Force intends to award none, or up to one prototype project Other Transaction Agreement(s) (OTA). Successful completion of the Prototype OTA may lead to a follow-on production agreement or contract for an additional quantity of up to 60 ARTS-V4 systems. The Air Force may choose to award a follow-on production contract to none, or up to one awardee that represents the best value to the Air Force. Successful completion of the Prototype OTA does not guarantee that a production contract or agreement will be awarded. IAW 10 U.S.C. 2371b(f) a follow-on production contract or agreement may be awarded without the use of competitive procedures.

GMGM-20-02-03Long Range Instrumentation RadarThe Government is seeking a proposal for up to 8 Long Range Instrumentation Radar (LRR) prototypes, to support evaluation of critical range scenarios at White Sands Test Center which meet the requirements of the Army Test and Evaluation Command’s (ATEC) Test Capability Requirement Document (TCRD).
