Section B: Liquid Nitrogen and Gas Tank Rentals

Background

The Food and Drug Administration (FDA) Northeast Medical Products Laboratory (NMPL) needs liquid nitrogen and related gas tank rentals to maintain the operation of its nuclear magnetic resonance spectroscopy (NMR) instrument. Gas tank rentals are associated with the delivery of liquid nitrogen supplied by the vendor. Liquid nitrogen is used as a coolant to cool down the magnet of the NMR instrument. The NMR magnet is installed in a liquid helium dewar with a temperature of ~4 K in order to generate the necessary strength of magnetic field for NMR operation. Liquid nitrogen is used to cool down the helium dewar to prevent the liquid helium boiling away. In addition, liquid nitrogen is used to cool down NMR cryogenic probe. The cryogenic probe needs a working temperature as low as 77K (boiling point of the liquid nitrogen) to maintain its performance for NMR signal detection. Therefore, both liquid nitrogen and related tank rentals are essential for the operation of the NMR instrument.

Purpose

The object of this requirement is to obtain a five-year contract (one base year and four (4) option years) for liquid nitrogen and related tank rentals to maintain the operation of the NMPL NMR system for regulatory sample analysis.

The Contractor shall invoice at the fixed price per liter for the actual number of liters used in the prior month, and at the fixed rental price per tank and per week for the actual number of tank rentals used in the prior month.

• Liquid nitrogen shall have a pressure of 22 psi.

• Liquid nitrogen tanks shall be equipped with wheels.

• In emergency situations the contractor may be required to provide delivery in 24-48 hours after the request is made. The emergency request will not be more than two
