DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-22-AP-6053

1. Contracting Activity: Department of Veterans Affairs, VISN 4, VA Medical Center, 1010 Delafield Road Pittsburgh PA 15215 PR: # 646-22-3-5233-0138

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Pittsburgh VAMC has a new “Brand Name Only” requirement for one (1) Bobcat T66 T4 compact track loader, with the P69 Performance Package. The Bobcat T66 T4 Track Loader will be utilized by the medical center for snow plowing, salt loading, loading & unloading of trucks, and for continued maintenance and upkeep of the grounds that ensures safety at the H.J. Heinz Campus, in Aspinwall.

The estimated total value of the procurement action is: $

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The medical center already utilizes other BobCat Brand Equipment. Accessories being used between other brands of equipment are not cross compatible. Purchasing a different brand of equipment would incur additional costs and the need for additional storage space with multiple brand attachments. Medical center employees would require additional training and the loss of many man hours would be lost by the familiarization process. The use of any brand other than BobCat, is counter intuitive regarding cost, efficiency, and storage space being used. The BobCat equipment has a unique feature that is critical to the functioning of the BobCat machines and attachments. This feature is already in use and familiar with the Pittsburgh VA Staff. The unique capability this feature, the ”Bob Tach - 7 pin attachment control,” provides is that it allows all attachments and crab steer capabilities to have efficient superior maneuverability in tight spaces.

4. Description of market research conducted and results or statement why it was not conducted:

Conducted VIP Search using NAICS Code: 333924, and Key Word: BobCat. One result was found, an SDVOSB, being “Bravo Inc.” Market research from Purchase Order Award 36C24421P0747, has the manufacturer “DOOSAN,” being a Large Business. The NMR applies for this NAICS Code, so based on prior market research this procurement shall be a 100% Set-Aside for Small Businesses on the Open Market. Customer’s market research reflects receiving a quote from BobCat of Pittsburgh, where they were informed the government will have to use Bravo Inc., who is an authorized distributor of the manufacturer “DooSan.”

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
