RFP Summary: Liquid Nitrogen Tank Design and Fabrication

This is a Request for Proposals (RFP) issued by the Virginia Commercial Space Flight Authority (VCSFA) for the design, fabrication, testing, and delivery of liquid nitrogen storage tanks to support launch vehicle operations at the Mid-Atlantic Regional Spaceport (MARS) located at NASA Wallops Flight Facility, Wallops Island, Virginia. The base scope requires one 15,000-gallon vertical vacuum-insulated liquid nitrogen (LN2) storage tank with full vacuum and super-insulated stainless steel inner tank and carbon steel outer jacket. VCSFA reserves the right to exercise up to six additional option tanks of identical design and specifications. The RFP was released on May 27, 2026, with questions due by June 2, 2026 at 4:00 p.m. Eastern time and proposals due by June 10, 2026 at 4:00 p.m. Eastern time. Proposals must remain valid for 60 days from submission, with option pricing validity determined by the offeror. The site is located at Pad 0A at NASA Wallops Flight Facility.

Proposals will be evaluated based on technical approach (with emphasis on shipping and delivery methodology), qualifications and experience, completion schedule, and cost competitiveness. Evaluation criteria are weighted in that order of priority. The tank must meet extensive technical specifications including ASME Boiler and Pressure Vessel Code compliance, minimum 175 psig MAWP for the inner tank, design temperatures ranging from -320°F to 120°F, and thermal performance with a Normal Evaporation Rate not exceeding 0.40% per day. The vendor must provide a vaporizer sized to meet worst-case flow scenarios of 430 gallons per minute and conduct comprehensive testing including hydrostatic testing and 72-hour vacuum decay testing. VCSFA requests a payment schedule with 15% upon contract execution, 25% upon major material order confirmation, 25% upon fabrication completion, 15% upon customer inspection completion, 10% upon ready-to-ship, and 10% upon arrival at Wallops, although the final payment schedule will be negotiated with the selected contractor. The contractor must also provide detailed deliverables including design submittals at 60%, 90%, and IFC stages, final data packages with calculations and test reports, and maintain compliance with ITAR regulations and export control laws. All personnel requiring access to VCSFA or NASA Wallops facilities must be U.S. citizens with valid REAL-ID compliant government-issued photo identification.
