About this file
This document is a Request for Response (RFR) issued by the Massachusetts Executive Office of Labor and Workforce Development, through the MassHire Department of Career Services (MDCS), for a Stipend Program. The Commonwealth is seeking a statewide vendor to issue payments to individual recipients participating in two ARPA-designated training programs: Career and Training Initiatives (CTI) and Workforce Competitiveness Trust Fund (WCTF). The vendor will be responsible for providing weekly payments to individuals on a rolling basis, developing a secure online portal for program coordinators, and providing tax and monitoring services. The RFR estimates that 1,500 individuals will receive these stipend payments, with a maximum of up to $5,000 per eligible ARPA-funded training participant. The contract duration is 15 months with two 2-year renewal options, for a total maximum of 5 years. The estimated value of the procurement is not to exceed $1,000,000, excluding the renewal options. The RFR outlines specific system security requirements and includes provisions for the Massachusetts Small Business Purchasing Program and the Supplier Diversity Program.
