About this file
This is a Soil Vapor Screening Survey Report prepared by Geocon, Inc. for the California Department of General Services regarding the Metropolitan State Hospital located at 11401 Bloomfield Avenue in Norwalk, California. The survey was conducted in accordance with Task Order #1 of Agreement #31529-B to evaluate the presence of volatile organic compounds in soil vapor around the proposed building footprint. The project involved four soil vapor probe locations installed to depths of 5 and 10 feet below ground surface on April 25, 2025, with utility clearance completed on April 21, 2025, and geophysical surveys performed on April 24, 2025. The proposed development consists of a one-story slab-on-grade building for the Hospital Police and Office of Special Investigation headquarters, along with associated parking lots, sidewalks, and landscaping. The survey evaluated potential vapor intrusion risks stemming from groundwater contamination originating from the upgradient former Powerine Oil Company Refinery, located approximately 2,900 feet north of the site, where dissolved phase plumes of petroleum hydrocarbons and volatile organic compounds extend across the Metropolitan State Hospital property.
Laboratory analysis of soil vapor samples using USEPA Method TO-15 detected benzene at 15 micrograms per cubic meter (μg/m³) in sample SV1-5, slightly above the environmental screening level of 14 μg/m³ but below the Low-Threat Underground Storage Tank Case Closure Policy threshold of 280 μg/m³ for commercial use, and chloroform at 20 μg/m³ in sample SV2-10, marginally above the environmental screening level of 18 μg/m³ but attributed to chlorinated potable water used for site irrigation. Risk evaluation using the DTSC-modified Johnson and Ettinger Model for a commercial slab-on-grade building determined that incremental cancer risk and hazard quotients from vapor intrusion were less than target risk goals of 1×10⁻⁶ for cancer risk and 1.0 for hazard quotient. The soil composition was classified as clayey silty sand with consistent characteristics across samples, and fixed gas measurements indicated sufficient oxygen percentages to support aerobic degradation with no methane detected. Based on these results, the report concludes that no vapor intrusion concerns or engineering controls appear warranted for the proposed construction activities.

SOIL VAPOR SCREENING SURVEY REPORT
1.0 INTRODUCTION
Geocon, Inc. (Geocon) performed a soil vapor screening survey of a portion of the larger property located at 11401 Bloomfield Avenue, Norwalk, California; the survey was performed southwest of the 6th Street and Bloomfield Avenue intersection (site) (Figures 1 and 2). We performed the soil vapor screening survey at the request of Department of General Services (DGS, the client) and in accordance with Task Order #1 of Agreement #31529-B. The scope of the soil vapor screening survey is set forth in Geocon’s Proposal No. SA-25-0124-P-EV dated February 20, 2025, to evaluate if engineering controls may be required prior to the proposed construction activities at the site for a slab on grade building.
Location and Description
The site is approximately 1-acre within the southeastern portion of the larger Metropolitan State Hospital, an approximate 155-acre property, located west of Bloomfield Avenue and approximately 2,300 feet north of Imperial Highway in Norwalk, California (Figure 1). The site is further identified as Los Angeles County assessor’s parcel number (APN) 8025-003-902. The southeastern portion of the property is developed with a two-story building, which is currently vacant and the proposed location of a new building (Figure 2). To the north approximately 2,900 feet is the former Powerine Refinery (12345 Lakeland Road, Santa Fe Springs).
Project No. S2940-07-04 - 2 - June 3, 2025
Previous Site Assessments
Hillman Consulting - Phase I Environmental Site Assessment - An Approximately 7-acres portion of 11401 Bloomfield Avenue Norwalk, California 90650, dated May 2018 and updated July 2018.
A Phase I ESA report was prepared by Hillmann Consulting (Hillmann) that identified impacted groundwater and a vapor encroachment condition as recognized environmental conditions (RECs) for the site; the RECs were associated with the upgradient former Powerine Oil Co. Refinery. Hillmann observed two monitoring wells during their site reconnaissance, MW-714 “…on the central portion of the property” and W-15A, B, C on the southern portion of the property, which were identified as associated with the former Powerine Oil Co. Refinery. Based on Hillmann’s review of select 2017 and 2018 groundwater monitoring reports for the Powerine Oil Co. Refinery, concentrations of total petroleum hydrocarbons (TPH) as gasoline, TPH as diesel, benzene, methyl tert butyl ether (MTBE), and/or tert butyl alcohol (TBA) were detected in MW-714 and W-15A, B, C. Based on the analytical results, Hillman stated “…. there appears to be environmental impacts to the groundwater beneath the Property.” In addition, the elevated levels of volatile organic carbons (VOCs) detected were considered a vapor encroachment condition (VEC). Hillman recommended “…that prior to any future development of new structures, a subsurface investigation should be conducted to determine whether engineering controls will be required to mitigate for any vapor encroachment conditions.”
A draft Phase I ESA dated June 15, 2018, prepared by Terracon Consultants was included in the appendix of Hillman’s Phase I ESA. Groundwater contamination beneath the site in connection with the former Powerine Oil Co Refinery was identified as a REC and a VEC for the site.
Comment: Comparing Hillmann’s report figures to the Powerine Oil Co. Refinery groundwater report figures (Orion, 2024), the reference that MW-714 is “…on the central portion of the property” appears incorrect; MW-714 is located north of the site (Appendix A, Orion Figure 3).
Environment-Planning-Development Solutions, Inc. – Final Environmental Impact Report, DSH- Metropolitan Consolidation of Police operations, Norwalk, California, dated April 2019.
The Final Environmental Impact Report cites the Hillman and Terracon Phase I ESA reports and the identified RECs in Section 4.8 Hazards and Hazardous Materials and Section 5.7.3 Environmental Setting. For these RECs associated with the former Powerine Oil Co. Refinery, “ongoing remediation and monitoring activities are currently overseen by the RWQCB [Regional Water Quality Control Board].”

Offsite Assessments (Powerine Oil Co. Refinery)
Geocon reviewed recent Powerine Oil Co. Refinery assessment documents in preparation for the soil vapor screening evaluation. Powerine Oil Co. Refinery occupied the property on the northwest corner of Lakeland Road and Bloomfield from the 1930s until 1995, and their operations resulted in various leaks and spills. Quarterly groundwater monitoring and sampling have been conducted at the facility and off-site since 1986. Dissolved phase plumes extend from the facility to the south across the Metropolitan State Hospital property and adjacent properties (Appendix A). The primary chemicals of concern are petroleum hydrocarbons and volatile organic compounds. Depth to groundwater ranges from approximately 89 to 120 feet bgs and flows to the southwest (Orion, 2024). Remediation is ongoing at the Powerine Oil Co. Refinery and offsite vapor intrusion evaluations have been performed south of the Powerine Oil Co. Refinery across Lakeland Road, inclusive of the northern portion of the Metropolitan State Hospital (Appendix A).
1.1 Proposed Development
As provided by DGS, the proposed development of the site consists of a new one-story building for the Hospital Police and the Office of Special investigation headquarters, parking lots, crosswalks, sidewalks, and landscaping (Appendix A). Basements or other below-grade improvements are not planned.
1.2 Purpose
The purpose of the soil vapor screening survey was to evaluate the presence of volatile organic compounds (VOCs), in soil vapor around the perimeter of the existing building, which is roughly within/adjacent to the proposed footprint of the new building (Appendix A). Sampling locations were selected to provide a representative soil vapor screening survey downgradient of the former Powerine Oil Co. Refinery.
2.0 FIELD ACTIVITIES
Four locations for temporary soil vapor probes were selected around the perimeter of the building (Figure 2). Locations were selected based on the southeast groundwater flow direction, footprint of existing and proposed building, and to be representative of the site.
2.1 Utility Clearance
For utility clearance, the proposed soil vapor probe locations were marked with white paint as required by law, and a ticket for Underground Service Alert (USA, Ticket No. A251110302-01A) was submitted on April 21, 2025. No conflicts were encountered with the proposed locations.
Project No. S2940-07-04 - 4 - June 3, 2025
2.2 Geophysical Survey
On April 24, 2025, Geocon performed a geophysical survey of the proposed soil vapor probe locations to evaluate the presence of utilities. The utility investigation was conducted using a combination of electromagnetic, magnetic, and ground-penetrating radar (GPR) instruments to maximize subsurface coverage and detection reliability. The equipment used for this study included the Geonics EM61 MK2 time-domain metal detector, Schonstedt GA-52 magnetic gradiometer, Fisher M-Scope TW-6 pipe and cable locator, Vivax vLoc3-Pro line tracer, and the GSSI Utility Scan GPR system with a 400 MHz antenna.
All readily accessible areas of the site were systematically surveyed, and identified subsurface features were marked on the ground surface using paint. No conflicts were encountered with the proposed locations.
2.3 Soil Vapor Survey, Sampling and Field Measurements
On April 25, 2025, H&P Mobile GeoChemistry advanced four soil vapor borings to 5 and 10 feet below ground surface (bgs) using a Strataprobe DPT Rig. Temporary dual-nested soil vapor probes to 5 and 10 feet bgs were constructed in each boring (SV1 and SV4) (Figure 2). Soil vapor probes were constructed with Airstone filters, 1/8" Nylaflow tubing, and a valve at the termination. The probe tips were set within a 12-inch sand pack, with a minimum of 6-inch dry bentonite above the sand.
The annular seal between probe depths and/or to the surface consisted of granular bentonite hydrated in lifts.
Following a minimum 2-hour equilibration, soil vapor samples were collected in 400 milliliter summa canisters in general accordance with DTSC guidelines and H&Ps NEFAP Certification for Active Soil Vapor Sampling. One replicate sample was collected from SV2-5. At each location, a shut-in test was performed for 60 seconds and 1,1 Difluoroethane (DFA) was used as a leak check. Probe vacuum and flow rate were monitored and recorded during purging and sampling. Each probe was purged using three purge volumes (tubing + 40% sand pack + 50% dry bentonite), where conditions permitted, prior to sampling. Following sampling, temporary probe locations were abandoned by removing the tubing and backfilling each location. Field log sheets are included in the laboratory analytical report (Appendix B).
In conjunction or following the sampling collection at each probe, a Landtec meter was utilized to measure fixed gases, methane, carbon dioxide, oxygen and nitrogen. Concentrations as percentages were recorded on a log sheet that is included in the laboratory analytical report (Appendix B).
Project No. S2940-07-04 - 5 - June 3, 2025
2.4 Soil Sampling
During the drilling of borings SV2 and SV4, continuous coring was performed to collect samples for particle size analysis. No odor or staining was observed in the continuous cores or in the soil samples collected. The particle size analysis is presented in Section 3.3.
3.0 LABORATORY ANALYTICAL RESULTS
This section summarizes the laboratory analytical results for the soil vapor samples and the particle size analysis of the soil samples.
3.1 Soil Vapor Analytical Results
H&P Mobile GeoChemistry analyzed the soil vapor samples for VOCs by United States Environmental Protection Agency (USEPA) Method TO-15. VOC results were compared to their respective San Francisco Bay Regional Water Quality Control Board’s environmental screening levels (ESLs) and/or the California State Water Resources Board’s Low-Threat Underground Storage Tank Case Closure Policy (LTCP), as applicable.
3.2 VOCs
One or more VOCs were detected in each of the samples and each were below their respective ESLs, except benzene in SV1-5 and chloroform in SV2-10. Laboratory analytical results are summarized on Table 1 and a copy of the laboratory report is in Appendix B. The following discusses detected concentrations above their respective ESLs.
3.2.1 Benzene
Benzene was detected at a concentration of 15 micrograms per meter cubed (µg/m3) in SV1-5, slightly above the benzene ESL of 14 µg/m3. However, the benzene concentration is below the LTCP benzene concentration of 280 µg/m3 for commercial use and therefore, not considered a constituent of concern for the site. Detected benzene concentrations in the other eight samples ranged from 1.5 µg/m3 to 12 µg/m3, below the ESLs and LTCP concentrations.
Project No. S2940-07-04 - 6 - June 3, 2025
3.2.2 Chloroform
Chloroform was detected at a concentration of 20 µg/m3 in SV2-10, slightly above the chloroform ESL of 18 µg/m3. Chloroform was also detected in seven of the other eight samples at concentrations ranging from 1.3 µg/m3 to 14 µg/m3, below the ESL concentration. The chloroform concentrations are attributed to chlorinated drinking water and are likely associated with the potable water utilized to irrigate the lawn at the site; therefore, chloroform is not considered a constituent of concern for the site.
3.3 Fixed Gases
Nitrogen, carbon dioxide, and oxygen percentages ranged from 79.8 to 81.6%, 0.6 to 4.6% and 14.2 to 19.5%, respectively in the samples collected. The oxygen percentages are sufficient to provide aerobic degradation. Methane was not detected and reported at 0%. Results for the fixed gases are summarized in Table 2. The field log is included in the laboratory report in Appendix B.
3.4 Particle Size Analytical Results
Based on the particle size analysis, the soils are classified as clayey silty sand and were relatively homogenous between the samples. Copies of the particle size analysis are presented in Appendix B.
4.0 EVALUATION OF SOIL VAPOR RESULTS
As previously mentioned, the benzene concentration in SV1-5 is below the LTCP concentration and chloroform concentrations are attributed to the chlorinated/potable water utilized for irrigation and are not considered a threat to the health of future site users (commercial).
As an extra level of confidence and at the request of DGS, a soil vapor screening risk evaluation was performed using the DTSC-modified Johnson and Ettinger Model (JE Model) with the maximum detected benzene and chloroform concentrations as the representative exposure concentrations.
The highest benzene concentration detected at the site is 15 µg/m3 (SV1-5), and the highest chloroform concentration is 20 µg/m3 (SV2-10). The JE Model parameter values were used except where site-specific data were input (e.g., commercial exposure, slab-on-grade, sample depths, sand). Sand was selected as the soil type because “clayey silty sand” is not an option within the JE Model used and is considered more conservative than the other options (loamy sand or sandy loam) with respect to vapor flow. Comparing the particle size analysis results with the USDA Soil Texture Triangle (included in Appendix B), “clayey silty sand” is of a similar composition as “loamy sand” and “sandy loam. The JE Model outputs for sand are summarized below and worksheets are included in Appendix C.

The incremental cancer risk and hazard quotient from vapor intrusion to an onsite slab-on-grade commercial building is less than the target risk goals of 1x10-6 for cancer risk and 1 for a hazard quotient (non-cancer risk). The JE Model for slab-on-grade commercial use calculates a target soil gas concentration of 330 µg/m3 for benzene and 1,010 µg/m3 for chloroform in sand.
The site-specific modeling using the JE Model demonstrates that benzene and chloroform concentrations in onsite soil vapor beneath the planned commercial building are less than the incremental cancer risk and hazard quotient indicating that there appears to be no threat to the health of future site workers or occupants.
Project No. S2940-07-04 - 8 - June 3, 2025
5.0 CONCLUSIONS
Based on the detected soil vapor concentrations below the ESLs, LTCP threshold, and/or less than the incremental cancer risk and hazard quotient, there appears to be no threat to the health of future site use as a commercial facility. No further action regarding a potential vapor intrusion concern or engineering controls appear warranted for the proposed construction activities at the site for a slab on grade building.
