2.0 BACKGROUND INFORMATION

Santa Fe Irrigation District (SFID/District) was established January 26, 1923, and is a special public agency, organized under the laws of the State of California to provide water services to residents and businesses within a 16 square mile area within communities of Rancho Santa Fe, Fairbanks Ranch, the City of Solana Beach, and areas in the northern portion of the City of Del

Mar and all located within San Diego County. The approximate population served by SFID is

20,000 people. SFID provides potable water service for domestic, commercial, outdoor irrigation, and agricultural demands. SFID owns, operates, and maintains pipelines, pressure-reducing stations, water services, meters, and other facilities required to distribute water to each of its customers. The distribution system includes over 150 miles of transmission and distribution pipelines separated into 12 pressure zones created by 31 pressure-reducing stations (PRSs) and includes one six-million-gallon Larrick storage tank and pump station.

SFID’s goal is to systematically replace aging infrastructure in-order to maintain safe, reliable, and efficient operations. In 2021, SFID completed a Water System and Capital Improvement

Program Master Plan Update (2021 Master Plan) to evaluate the integrity of the distribution system, project the useful life of each asset, and identify projects for the 10-year Capital

Improvement Program (CIP). In 2026, the “2026 Capital Improvement Program Update

Memorandum” was developed as a supplemental to the 2021 Master Plan. The 2026 CIP Update

Memorandum updated the 10-Year CIP and associated project descriptions.

The need to replace or refurbish the two above ground pipeline bridge crossings included in this project was originally identified in the 2021 Master Plan. As part of the 2026 CIP Update, the requirements for the project were further refined and a modified project was developed and included in the 2026 CIP Update Memorandum as the “Replace/Refurbish Two Pipeline Bridge

Crossings Project”. A project description summary was included in the 2026 CIP Update

Memorandum. For planning level cost estimating purposes, the 2026 CIP assumed one of the crossings would be replaced and the other would be refurbished. This was just a planning level assumption and was not based on any detailed analysis. The work identified under this RFP will determine the actual refurbishment and/or replacement requirements for each above ground pipeline bridge crossing.

General information regarding SFID’s service area and distribution system can be found in the

2021 Master Plan located on SFID’s website. A copy of the 2026 CIP Update Memorandum, which includes SFID’s updated 10-Year CIP, and associated Replace/Refurbish Two Pipeline

Bridge Crossing Project Description Summary Sheet, is included as an attachment to this

Request for Proposals.

3.0 PROJECT DESCRIPTION

3.1 Location of the Bridge Crossings: SFID’s potable water distribution system includes two above ground pipeline bridge crossings. Figure 1 shows the boundaries of SFID’s service area and the location of the two bridge crossings. One of the crossings is located within the western portion of SFID’s service area on a bridge along Via de la Valle that crosses railroad tracks. The bridge runs east to west along the border of the Cities of Del Mar and Solana Beach. SFID’s

Replacement/Refurbishment of Two Above Ground Pipeline Bridge Crossings Page 8 of 26 October 2026 pipeline is located on the north side of the bridge within City of Solana Beach’s right-of-way.

The second crossing is located within the southeastern portion of SFID’s service area, on a bridge along Via de Santa Fe in the vicinity of Calzada Del Bosque. The bridge runs north and south, crosses over a major drainage area, and connects the communities of Fairbanks Ranch and

Rancho Santa Fe. SFID’s above ground pipeline is located on the eastern side of the bridge. The bridge is located within an unincorporated area of the County of San Diego.

Figure 1

3.2 Via de la Valle Above Ground Pipeline Crossing

Figure 2 provides a photo of the Via de la Valle above ground pipeline bridge crossing looking west to east. The above ground 12-inch diameter, cement mortar lined. welded steel pipeline is approximately 135 feet long. Pipe supports are secured to the bridge at approximately 12-foot intervals along the pipeline.

The Via de la Valle crossing was constructed in 1977. A copy of the as-built drawings are provided as an attachment to the RFP. Also attached are schematic “SFID Atlas Map” drawings of the crossing including upstream and downstream pipelines and valves. Per the as-built drawings, the 12-inch welded steel pipeline connects underground with 12-inch Asbestos

Cement Pipeline (ACP) within SFID’s 202 Pressure Zone. The upstream and downstream pipeline connection points were encased in concrete. The invert elevation of the pipeline at the lowest connection point is approximately 58.5 feet. Therefore, the pressure within the welded steel pipeline is approximately 62 psi. The as-builts drawings indicate that a sleeve coupling was

Replacement/Refurbishment of Two Above Ground Pipeline Bridge Crossings Page 9 of 26 October 2026 installed on the welded steel pipeline. However, the existing pipeline does not include a sleeve coupling. It does not appear the sleeve coupling was ever installed. There are no flexible couplings on the existing Via de la Valle welded steel pipeline crossing.

Figure 2

Via de La Valle Above Ground Pipeline Crossing

Per the as-built drawings an air/vacuum release valve was installed on the eastern side of the crossing. However, the air/vacuum release valve is no longer operational. Figure 3 provides a photo of the existing air/vacuum release valve.

Figure 3

Existing Non-operational Air/Vacuum Release Valve On East End Of Crossing

Replacement/Refurbishment of Two Above Ground Pipeline Bridge Crossings Page 10 of 26 October 2026

There has never been any recorded leakage or failure of the Via de la Valle above ground pipeline crossing. However, as shown on Figure 4, at some time in the past a pipe saddle was installed at the western end of the crossing. The purpose of this saddle is currently unknown. It is possible that at some point in the past a perceived potential problem area was identified, and the saddle was placed over the area of concern.

Figure 4

Pipe Saddle Located on West End Of The Crossing

The photos on Figures 2, 3, and 4 show that the exterior coating on the pipeline and pipe supports has deteriorated and there is rust accumulation on the pipeline, air/vacuum release valve, and supports. It is not known whether the current level deterioration on the exterior of the pipe, appurtenances, and supports is superficial, or an indication of something more significant.

There was never any cathodic protection installed on the welded steel pipeline. However, it is not known if cathodic protection would add any value. In addition, considering current design standards it is not known if the existing pipeline and supports provide a reasonable level of reliability in the event of an earthquake.

The above ground pipeline crossing is located on the north side of the bridge within the City of

Solana Beach’s right-of-way. The bridge crosses over railroad tracks. The bridge and railroad tracks are within the North County Transit District (NCTD) right of way. Any work in the vicinity of the railroad tracts requires authorization from the NCTD. In addition to the train traffic below, the bridge carries a high level of vehicle traffic throughout the year. The volume of vehicular traffic increases substantially during summer months.

In addition to SFID, other utilities use the bridge to cross the railroad tracks. In 2016, the City of

Solana Beach and City of Del Mar constructed a 6-inch fusible PVC recycled water pipeline, within an 8-inch steel casing, above SFID’s welded steel pipeline. The recycled water line is owned by the San Elijo Joint Powers Authority. A photo of the recycled water pipeline is shown in Figure 5. The recycled water pipeline crossing was part of a larger recycled water pipeline project implemented by the two Cities. A copy of the recycled water line drawings is attached to

Replacement/Refurbishment of Two Above Ground Pipeline Bridge Crossings Page 11 of 26 October 2026 this RFP since they include drawings depicting the various utilities in the vicinity of the recycled water pipeline, and SFID’s welded steel pipeline (see sheets CD-2 and CD-3 of the Recycled

Water drawings for general reference for existing utilities in 2016).

Figure 5

Existing Recycled Water Pipeline Mounted Above SFID’s Above Ground Pipeline Crossing

If the Via de la Valle crossing is required to be taken out of service for an extended period of time to accommodate refurbishment and/or replacement, new isolation valves will need to be installed upstream and downstream of the above ground crossing to avoid long term service interruption to three customers in the immediate vicinity of the crossing. Following installation of the isolation valves, redundancy within SFID’s distribution system will enable the Via de La

Valle crossing to be taken out of service to accommodate longer term construction activities.

3.3 Via de Santa Fe at Calzada Del Bosque Above Ground Pipeline Crossing

The Via de Sant Fe at Calzada Del Bosque above ground pipeline crossing (Via de Santa Fe crossing) is an 18-inch diameter cement mortar lined welded steel pipeline that was constructed in 1982. The above ground portion of the crossing is approximately 400 feet long. The Via de

Santa Fe bridge is located within an unincorporated area of the County of San Diego and connects the communities of Fairbanks Ranch and Rancho Santa Fe. SFID’s pipeline crosses along the eastern side of the bridge. The Olivenhain Water District (OMWD) has its own separate pipeline crossing on the western side of the bridge. SFID’s bridge crossing was constructed as part of an OMWD construction project. A copy of OMWD’s as-built drawings are provided as an attachment to the RFP. Also attached are schematic “SFID Atlas Map” drawings of the Via de Santa Fe crossing including upstream and downstream pipelines and valves.

The welded steel pipeline connects underground, upstream and downstream, to an 18-inch asbestos cement pipeline (ACP), then comes above ground as shown on Figures 6 and 7, where it

Replacement/Refurbishment of Two Above Ground Pipeline Bridge Crossings Page 12 of 26 October 2026 travels across the bridge behind metal sheeting material shown in Figure 8. The segment of the welded steel pipeline connected to the bridge is approximately 400 feet long. The pipeline is mounted on steel roller type supports connected to beams attached to the bridge as shown on

Figure 9. The above ground pipeline includes one flexible coupling as shown on Figure 10. Per the as-built drawings, concrete pipe anchors are provided at each end of the bridge on the buried segments of the 18-inch welded steel pipeline.

Figure 10

Via de Santa Fe Above Ground Pipeline Crossing Flexible Coupling

As shown on Figure 8, the bridge crosses over a drainage area created by the San Dieguito River that conveys and contains water throughout the year. The area includes thick vegetation on either side of the standing water.

The Via de Santa Fe crossing is within SFID’s 376 Pressure Zone. The invert elevation of the

Via de Santa Fe crossing at the lowest connection point is at an elevation of approximately 44.5 feet. Therefore, the pressure within the welded steel pipeline is approximately 145 psi.

Existing isolation valves are located on each side of the bridge crossing. An existing interconnection with OMWD’s water distribution system can be utilized to serve SFID customers when SFID’s bridge crossing is temporarily shut down for maintenance or construction.

There has never been any recorded leakage or failure of the above ground pipeline crossing.

However, as shown in Figures 9 and 10, there is some coating failure and rust accumulation on the steel pipeline, supports, and coupling. It is not known whether the current level of deterioration is superficial, or an indication of something more significant. In addition, it is not known if the existing pipeline, supports, and coupling configuration provide a reasonable level of reliability in the event of an earthquake, considering current seismic performance criteria. There is currently no cathodic protection associated with the welded steel pipeline.

Potential construction activities, associated with identified refurbishment and/or replacement requirements, will need to consider potential impacts to the water and vegetation located under the bridge.

3.4 Definition of Condition and Required Improvements Are Needed To Update CIP

SFID requires a professional engineering consultant to evaluate the current above ground pipeline bridge crossings to determine whether the existing configurations provide a reasonable level of reliability during a seismic event, or if improvements are required. In addition, the professional engineering consultant needs to evaluate the condition of the existing welded steel pipeline and supports, to determine their remaining useful life, and whether refurbishment or replacement of existing components are required to maximize the useful life of the existing infrastructure.

Following determination of improvement requirements, the consultant will develop a preliminary design report that describes the basis for the identified improvements and provides preliminary design level plans, technical specifications, permit requirements, construction schedule, and construction cost estimate for the identified improvements. The findings of the preliminary design report will be used by SFID to update the above ground pipeline bridge crossing project description, estimated capital cost, and implementation schedule included in SFID’s 10-Year

CIP.

4.0 SCOPE OF WORK

The following presents the Scope of Required Service on a task-by-task basis. The Consultant is encouraged to expand the description of the required level of service for each task as needed. To facilitate comparisons of proposals, please utilize the major task headings listed below and make sure they match the cost breakdown included in your proposal. Feel free to provide breakdowns of effort under the major task headings (and associated descriptive information) as needed to better define your proposed scope of services.

Task 1. PROJECT KICKOFF MEETING

The Kickoff Meeting will be an in-person meeting held at SFID’s Engineering Conference Room at the Santa Fe Irrigation District Office located at 5920 Linea Del Cielo, Rancho Santa Fe, 92067. The Kickoff Meeting shall serve to reinforce project objectives and procedures; and review specific criteria for the various elements of the project. In addition to any information the

Consultant desires to present and discuss, the Kickoff Meeting will include the following activities:

• Consultant will present their DRAFT Schedule, including an overview of upcoming activities and information needs.

• SFID Staff will provide an overview of the available documents listed below in Task 2, and will reiterate project objectives and deliverable expectations to confirm clear alignment between the Consultant and all project team members.

• Discussion of any other items identified by the Consultant.

Deliverable: Meeting Agenda, Draft Project Schedule, Meeting Minutes

Replacement/Refurbishment of Two Above Ground Pipeline Bridge Crossings Page 16 of 26 October 2026

Task 2. REVIEW OF AVAILABLE DOCUMENTS

There are several available documents that contain information pertinent to the project. The

District expects the Consultant to coordinate with existing documents to build upon available information. This task includes the time required to review available documents. SFID’s 2021

Water System and Capital Improvements Program Update can be found on SFID’s website. The following documents have been attached to this RFP for review:

A1: SFID 2026 Capital Improvement Program (CIP) Update Document A2: Via de la Valle SFID Above Ground Pipeline Crossing As-built Drawings A3: SFID “Atlas Map” schematic drawings for the Via de la Valle Above Ground Pipeline Crossing.

A4: City of Solana Beach and City Del Mar Recycled Water Pipeline Bridge Crossing As-Built Drawings A5: OMWD As Built Drawings for SFID’s Via de Santa Fe Pipeline Bridge Crossing A6: SFID “Atlas Map” North Side schematic drawings of the Via de Santa Fe Bridge Crossing Pipeline A7: SFID “Atlas Map” South Side schematic drawings of the Via de Santa Fe Bridge Crossing Pipeline

Deliverable: None – however it is expected that all work products identified below will reflect the information included in available documents.

Task 3. STRUCTURAL/SEISMIC ASSESSMENT

A detailed structural/seismic evaluation is required to determine whether the existing steel pipeline, mechanical joints (where they existing), and existing pipe supports provide a reasonable level of reliability considering current seismic design standards. The intent of the structural/seismic analysis is to determine whether the existing pipelines and /or supports require replacement/modification, and whether additional mechanical pipeline couplings or other improvements, are required to enhance the reliability of the crossings during a seismic event.

The limits of structural analysis shall extend from the above ground welded steel pipeline to the locations below ground where the welded steel pipelines connect with existing Asbestos Cement pipelines (ACPs). The information included on available as-built drawings will be used for the assumed configuration of underground pipeline components and associated restraints. Per as-built drawings for the Via de Valle bridge crossing, SFID’s above ground 12-inch welded steel pipeline ties into a 12-inch ACP relatively close to the upstream and downstream points where the steel pipeline transitions from above ground to below ground. Per the as-builts, the points where the welded steel pipeline and ACP pipelines are joined are shown to be encased in concrete. Per the as-built drawings for the Via de Santa Fe bridge crossing, the above ground

18-inch cement mortar lined welded steel pipeline transitions to a cement mortar lined and coated (CMLC) pipeline once it goes underground (on both ends). On each side of the bridge crossing, the below ground 18-inch CMLC pipeline is provided with 12-foot long buried concrete pipe anchors. As shown on the as-builts, the buried CMLC pipeline then connects with

18-inch ACP pipelines within SFID’s distribution system.

Replacement/Refurbishment of Two Above Ground Pipeline Bridge Crossings Page 17 of 26 October 2026

The consultant is encouraged to expand upon their approach and scope of work associated with their proposed structural/seismic evaluation of the two crossings.

Deliverable: The work associated with this task and the associated findings will be documented as part of the Determination of Required Improvements Memorandum described in Task 5.

Task 4. CONDITION ASSESSMENT, RECOMMENDED IMPROVEMENTS

ASSOCIATED WITH CONDITION, AND ESTIMATES OF REMAINING

USEFULL LIFE

The work associated with this task is limited to the above ground segments of the pipeline bridge crossings. It is assumed that the cement mortar lined interior of the welded steel pipeline is in good condition. Evaluations shall be limited to exterior visual inspection of the pipeline, supports, and air release valves, and any other non-destructive testing methods identified by the

Consultants to evaluate condition and estimate remaining useful life. Consultants should assume that the pipelines would remain in service during the evaluation.

It is apparent from visual inspection that the exterior coating on the existing pipelines, supports, and air release valves is failing, and rust has accumulated at varying degrees. The consultant shall provide the specialty expertise required to evaluate the condition of the existing above ground piping, supports, and air release valves and determine whether the current level of exterior pipeline deterioration is superficial or significant. Based on Consultant’s evaluation, the Consultant shall define the method of refurbishment and/or replacement for the pipelines, supports, and air release valves to maximize the useful life of the existing infrastructure.

The consultant shall provide an estimate of remaining useful life for the two above ground pipeline bridge crossings under the following two scenarios:

• Current conditions with no improvements.

• Following recommended improvements.

The consultant is encouraged to expand upon their approach and scope of work required to conduct the inspections and any recommended non-destructive testing required to determine the condition of the existing infrastructure.

Deliverable: The work associated with this task and the associated findings will be documented as part of the Determination of Required Improvements Memorandum described in Task 5.

Task 5. DETERMINATION OF REQUIRED IMPROVEMENTS MEMORANDUM

5.1 Improvements Memorandum Preparation: Based on the structural/seismic assessment described in Task 3, and the condition assessment described in Task 4, the consultant shall identify the improvements required to enhance the reliability of the crossings during a seismic event, and/or maximize the useful life of the existing infrastructure. The improvements could include refurbishment, replacement, or a combination of refurbishment and

Replacement/Refurbishment of Two Above Ground Pipeline Bridge Crossings Page 18 of 26 October 2026 replacement of all, or portions, of the existing above ground pipeline bridge crossing infrastructure.

The Determination of Required Improvements Memorandum shall include the following:

• Documentation of the Task 3 structural/seismic assessment evaluation and findings.

• Documentation of the Task 4 condition assessment and findings.

• Narrative description of the recommended improvements.

• List of anticipated permits and other required approvals (including CEQA) associated with the recommended improvements.

5.2 Required Improvements Memorandum Meeting: The Consultant shall conduct an virtual Microsoft Teams meeting to provide an overview of each component of the

Determination of Required Improvements Memorandum.

The Consultant’s schedule shall include a two-week review period following the Required

Improvements Memorandum Meeting to enable SFID Staff to review and comment on the

Memorandum. The Consultant would then address the comments from SFID Staff and finalize the Memorandum. A Final Memorandum meeting is not expected to be required since the next step in the process is the development of the Preliminary Design Report described in Task 6.

Deliverable: Draft and Final Determination of Required Improvements Memorandum

Task 6. Preliminary Design Report

The Consultant shall prepare a Preliminary Design Report for the recommended improvements identified in Task 5. The information included in the Preliminary Design Report will form the basis for SFID’s future development of detailed construction plans and specifications by others.

In addition, the information included in the Preliminary Design Report will be used by SFID to update the project description, schedule, and capital cost estimate included in SFID’s 10-Year

CIP.
