2.2 DeFuniak Springs Courthouse – Internal Gutter Replacement
1. Project Overview
Walton County is requesting written quotations from qualified, licensed, and insured contractors for the complete removal and replacement of the existing internal/concealed gutter system at the three-story
DeFuniak Springs Courthouse in DeFuniak Springs, Florida.
The scope of work includes the entire existing gutter system serving the courthouse, including all associated gutter components, liners, flashing, outlets, connections, and related drainage components necessary to provide a complete, properly functioning system.
Contractors shall evaluate existing conditions, verify field dimensions and quantities, determine necessary access and removal methods, and provide a complete lump-sum quotation for the removal, replacement, installation, waterproofing, and restoration associated with the work.
The completed system shall provide durable, watertight drainage designed to direct stormwater away from the building and prevent water intrusion, deterioration, and damage to the courthouse structure and interior.
2.3 2. Scope of Services
The contractor shall furnish all labor, supervision, equipment, materials, tools, transportation, permits, disposal services, and incidental items necessary to complete the project, including but not limited to the following:
A. Site Inspection and Preconstruction Assessment
• Prospective quoters are strongly encouraged to conduct a site visit before submitting a quotation to familiarize themselves with the existing gutter system, site conditions, access requirements, and work to be performed. Contractors are responsible for verifying quantities and dimensions necessary to prepare an accurate quotation.
https://procurement.opengov.com/signup
• Inspect the existing internal gutter system and associated roof drainage components to the extent reasonably accessible.
• Verify approximate gutter lengths, dimensions, locations, access requirements, and anticipated quantities.
• Identify the areas requiring removal, replacement, flashing, waterproofing, and restoration.
• Determine the appropriate means and methods for accessing the three-story building, including lifts, scaffolding, rigging, or approved rope-access systems as applicable.
• Identify any anticipated concealed conditions, structural concerns, deteriorated substrates, or drainage deficiencies.
• Document existing conditions and any visible damage before beginning work.
• Submit written recommendations for addressing conditions that may affect the performance or longevity of the replacement system.
B. Removal of Existing Gutters
• Carefully remove the entire existing internal/concealed gutter system serving the courthouse, including all components necessary to complete the full replacement.
• Remove associated deteriorated flashing, sealants, fasteners, liners, and other components as necessary to complete the installation.
• Protect existing roofing, masonry, exterior finishes, windows, doors, architectural details, and adjacent building components during removal.
• Prevent debris, water, and construction materials from entering the building or damaging occupied areas.
• Maintain temporary weather protection and drainage during construction.
• Promptly notify the Owner of concealed damage, unexpected deterioration, or conditions requiring additional work before proceeding beyond the approved scope.
C. Furnishing and Installation of Replacement Gutter System
• Furnish and install a complete new internal/concealed gutter system throughout the courthouse, replacing the entire existing system and ensuring compatibility with the building's existing roof drainage configuration.
• Provide all required gutter materials, liners, flashing, seams, fasteners, sealants, waterproofing components, end dams, transitions, and accessories.
• Use corrosion-resistant, commercially appropriate materials compatible with the existing roofing, flashing, masonry, and other adjacent materials.
• Verify that gutter sizing, slope, capacity, and connections are appropriate for the roof drainage requirements and applicable building codes.
• Ensure all joints, seams, penetrations, terminations, and transitions are properly sealed and waterproofed.
• Inspect and address associated outlets, downspout connections, and drainage pathways within the limits of the approved project scope.
• Ensure the completed system drains properly without unintended ponding, leakage, or discharge onto the building façade.
• Install all components in accordance with manufacturer requirements, applicable codes, and accepted roofing and waterproofing practices.
The contractor shall identify the proposed gutter material, manufacturer, product specifications, warranty information, and installation method in the quotation.
D. Building Envelope Restoration
• Remove and replace disturbed flashing, sealants, waterproofing, and related components necessary to complete a watertight installation.
• Restore all areas directly disturbed by the contractor's work to a condition consistent with the surrounding existing finishes.
• Protect and preserve existing architectural features and materials.
• Repair damage caused by the contractor's operations.
• Coordinate any required masonry, roofing, carpentry, or other restoration work with the Owner before proceeding.
Any significant concealed structural damage or restoration work beyond the stated scope must be documented, priced separately, and approved in writing by the Owner before additional work is performed.
2.4 3. Contractor Responsibilities and Equipment
The contractor shall be solely responsible for providing and coordinating all resources required to perform the work safely and efficiently, including:
• All labor, qualified supervision, tools, equipment, materials, and consumables.
• All aerial lifts, boom lifts, scaffolding, ladders, rigging, and other access equipment required for the three-story building.
• Delivery, setup, operation, inspection, and removal of access equipment.
• Qualified operators and trained personnel for all applicable equipment and access methods.
• All necessary fall-protection systems, personal protective equipment, and rescue provisions.
• Temporary barriers, barricades, cones, caution tape, warning signs, and pedestrian-control measures.
• Dumpster rental, debris containers, hauling, and lawful disposal of construction waste, as required.

• Protection of adjacent landscaping, paved areas, parking areas, building entrances, and other site features.
• Coordination of deliveries, equipment placement, work hours, and access restrictions with the Owner.
• Compliance with applicable federal, state, and local regulations and site-specific requirements.
All costs associated with the above shall be included in the contractor's quotation unless expressly identified as an exclusion and approved by the Owner.
2.5 4. Site Visits
Prospective quoters are encouraged to inspect the project location before submitting a quotation to familiarize themselves with existing conditions, access requirements, and the work to be performed.
Site visits shall be coordinated in advance through Walton County Purchasing. Contractors shall not independently access restricted areas or perform invasive inspections without prior authorization.
Questions arising from site visits must be submitted through OpenGov. Any clarification affecting the scope or quotation requirements will be communicated to all interested vendors through the OpenGov Procurement portal.
2.6 5. Public Safety and Site Protection
Because the courthouse remains a public facility unless otherwise directed, the contractor shall establish and maintain appropriate safety controls throughout the project.
• Rope off or barricade all work areas and potential overhead hazard zones to prevent unauthorized pedestrian access.
• Establish clearly marked pedestrian detours where required and maintain safe access to courthouse entrances and accessible routes.
• Protect the public, courthouse employees, visitors, vehicles, and adjacent property from falling debris, equipment movement, and construction activities.
• Provide overhead protection or additional exclusion zones where conditions warrant.
• Secure tools, materials, and equipment against falling, movement, theft, and unauthorized use.
• Maintain clear and unobstructed emergency exits, fire lanes, and required building access.
• Coordinate any necessary temporary entrance closures, parking restrictions, or public access changes with the Owner in advance.
• Maintain safe conditions at the end of each workday.
• Immediately report accidents, property damage, unsafe conditions, or incidents involving the public to the Owner.
The contractor shall not block public access or establish work zones without coordinating the arrangements with the Owner.
2.7 6. Historic Building and Property Protection
Before work begins, the contractor shall confirm any historic-preservation, architectural-review, or other special requirements applicable to the courthouse.
• Protect existing historic masonry, decorative trim, roofing, exterior finishes, and architectural details.
• Use removal and installation methods that minimize unnecessary damage to original building materials.
• Do not drill, cut, anchor into, or otherwise alter historic or structural components except as required by the approved work and authorized by the Owner.
• Obtain written approval before substituting visible materials, modifying architectural details, or making changes to the building's exterior appearance.
• Immediately notify the Owner of previously concealed damage or potentially significant historic materials discovered during construction.
All restoration materials and finishes shall be compatible with the existing building and approved by the
Owner before installation.
2.8 7. Permits, Codes, and Regulatory Compliance
The contractor shall identify and obtain all permits, inspections, licenses, and approvals required for its work, unless the Owner expressly assigns a particular responsibility otherwise in writing.
All work shall comply with applicable Florida Building Code requirements, local permitting requirements, OSHA regulations, equipment requirements, fall-protection standards, and other applicable laws and regulations.
The contractor shall be responsible for obtaining any required approvals for sidewalk, parking, right-of-way, or public-area closures associated with the work.
Any required permit fees and inspection costs shall be included in the quotation or separately itemized.
2.9 8. Weather Protection and Water Management
• Provide temporary waterproofing and protection whenever existing gutter components are removed or the building envelope is exposed.
• Maintain effective temporary drainage and prevent water from entering the courthouse during construction.
• Protect exposed work from rain and adverse weather conditions.
• Secure temporary coverings and materials against wind and weather.
• Inspect temporary protection following significant weather events and correct deficiencies promptly.
• Do not leave exposed gutter assemblies or building components inadequately protected at the end of the workday.

• Major work phases and anticipated interruptions.
• Equipment delivery and removal requirements.
• Any anticipated noise, access restrictions, or temporary closures.
• Weather-related considerations and contingency measures.
Work hours shall be coordinated with the Owner to minimize disruption to courthouse operations and public access. No work affecting public access, building operations, or occupied areas shall proceed without the required coordination and authorization.
The contractor shall designate one primary project representative responsible for scheduling, communication, safety coordination, and reporting.
2.11 10. Cleanup and Waste Disposal
The contractor shall maintain a clean, orderly, and safe worksite for the duration of the project.
• Remove demolition debris, scrap metal, old gutter materials, packaging, and other waste generated by the work.
• Provide dumpsters or other suitable waste containers as necessary.
• Transport and dispose of all waste in accordance with applicable regulations.
• Do not place debris in Owner-provided containers or leave materials on courthouse property unless expressly authorized.
• Clean affected walkways, entrances, parking areas, landscaping, and work zones.
• Remove temporary barriers, equipment, and surplus materials when authorized and when the area is safe to reopen.
• Complete a final cleanup and leave the site in a condition consistent with its preconstruction condition, except for approved improvements.
2.12 11. Inspection, Testing, and Acceptance
Upon completion, the contractor shall:
• Inspect all newly installed gutter components, seams, flashing, joints, outlets, and connections.
• Verify proper slope, drainage, secure attachment, and watertight installation.

The contractor shall provide the following at project completion:
• Written workmanship warranty of at least one (1) year from final acceptance, unless a longer period is offered or required by contract.

• Product data, material specifications, and maintenance recommendations.
• Applicable inspection approvals and permit closeout documentation.
• Photographs of completed work and concealed components, where available.
• Written confirmation that construction debris has been removed and the work area has been restored.
• Contact information for warranty service and correction of defects.
Warranty coverage shall address installation defects, leakage attributable to the contractor's work, and failures to perform in accordance with the approved scope, subject to the final contract terms and stated exclusions.
