STATEMENT OF WORK (SOW)
Longfellow House-Washington's Headquarters National Historic Site
Construct Wooden Shutters at Longfellow House

1.0 Background
The Longfellow-Washington’s Headquarters National Historic Site, also known as the Vassall- Craigie-Longfellow House, is a historic site located at 105 Brattle Street in Cambridge, Massachusetts. For almost fifty years, it was the home of noted American poet Henry Wadsworth Longfellow. For a time, it had previously served as the headquarters of George Washington.
The house was built in 1759 for John Vassall, who fled the Cambridge area at the beginning of the American Revolutionary War because of his loyalty to the king of England. George Washington used the abandoned home as his first official headquarters as commander of the Continental Army; the home served as his base of operations during the Siege of Boston until he moved out in July 1776. Andrew Craigie, Washington's Apothecary General, was the next person to own the home for a significant period of time. After purchasing the house in 1791, he instigated the home's only major addition. 1819 forced his widow Elizabeth Craigie to take in boarders. It was as a boarder that Henry Wadsworth Longfellow came into the home. He became its owner in 1843, when his father-in-law Nathan Appleton purchased it as a wedding gift. He lived in the home until his death in 1882.
The last family to live in the home was the Longfellow family, who established the Longfellow Trust in 1913 for its preservation. The home was donated in 1972, along with all its furnishings, and was made part of the National Park Service. The home, which represents the mid-Georgian architectural style, is seasonally open to the public.
2.0 Scope, quantities, and specifications
A site visit is recommended to view the existing wooden shutters but not necessary. There are 4 styles of wooden shutters that need to be constructed. Pictures are in an attached document with dimensions and quantities. Attachement is only a guide for estimating purposes. Final details will be finalized after award. There will be less than 2% deviation from the guide. For example, the guide may show a stile reveal of ½” which may really be ¼” or one stile may have a ¼” half round bead when it may be discovered to have a ½” round bead. Detail change will have very minimal impact on pricing. No shutter hardware is needed in this contract. There will also be a list provided below.
These shutters are historic, certain features like a half round bead most likely will not be of a modern standard type of bead. In this case, a modern standard half round bead is acceptable.
There is no need to customize a cutter to duplicate this feature. Use of modern, readily available cutters are acceptable. The intent of this contract is not to produce an exact replica of the historic shutter but rather to produce wooden shutters that follow the provided specifications. One sample of each shutter will be delivered to the awarded contractor for guidance. Again, the purpose is not to duplicate the exact shutter. The purpose is to produce wooden shutters with the same dimensions and details provided below using modern cutters, materials, and methods. No special customizing of blades is necessary.
Specifications for each style:
1. All dimensions are to be read as: thickness x width x length
2. Each style shall be made entirely of Spanish Cedar or Basswood, free of defects such as bows, warps, twists, knots, blemishes. All materials shall be Grade “A”.
3. Each style shall be consistent with specifications for each style. Each style shall have consistent dimensions, reveals, beads etc. as each of the others in the same style.
4. Each style shall be constructed using mortise and tenon joinery doweled and glued. Glue shall be exterior glue only. Tenons shall not go all the way through the stiles. Also known as “blind” mortise and tenons.
5. Dowels shall be installed using one entry point, not all the way through.

6. There shall be no components made of any material other that wood except for the brass brads used only for the louvers.
7. Brads to hold louvers in place for shutter stiles that have louver slots going all the way through shall be made of brass and shall be of industry standards. Brads shall be of solid brass, 3/4” #16.
8. All surfaces shall be primed with an oil-based primer before assembly. For example, mortise and tenon joinery shall be primed after dowel holes have been drilled.
9. All surfaces shall be sanded smooth. All joinery shall be flush with adjacent pieces.
10. All surfaces shall have no defects from the sanding process and milling process.
Specifications for style one, see attached document also:
1. Shutter size is: 1 3/8” x 22 1/8” x 72 ¼”
2. Top and bottom rails are inset by ½”
3. Stiles are 1 3/8” x 1 ¼” x 72 ¼”
4. Top rail and bottom rail dimensions are 1 3/8” x 2 ¾” x 19 ½” not including tenons
5. Middle rail dimensions are 1 3/8” x 3 ½” x 19 ½” not including tenons
6. Louver spacing is 2”
7. Louvers are ¼” x 2 ½” with rounded front edge and back edge
8. Louvers shall extend ¼” into each stile.
9. Louvers shall receive one brass brad placed in the center of the louver on each end. Brad head shall be flushed finish with the face of the louver. Louver shall not be split.
10. Louver angle is 40-degree
11. Louver slots go all the way through the stiles of this style.
12. Stiles are rabbeted ½” x half of the thickness of stiles, industry standards apply. Shutter rabbets shall mate to each other in a “male/female” orientation to create a flush appearance.
13. Each outside stile has a half round bead on it. Duplicate orientation from provided samples.
Quantities of style one:
10 left shutters 10 right shutters
Specifications for style two:
These shutters have no middle rail.
1. Shutters are 1 3/8” x 21 ¼” x 77”
2. Stiles are 1 3/8” x 7/8” x 77”
3. Top and bottom rails are 1 3/8” x 7/8” inside length determined by sample
4. Top and bottom stiles are not inset, stiles are flush with top and bottom rails
5. Louvers are ¼” x 2” x length determined by sample
6. Louvers shall extend ¼” into each stile
7. Louver edges are rounded
8. Stiles slots are all the way through
9. Louvers shall be pinned with brass brad
10. Stiles are not rabbeted
11. Louver spacing is 1 ¾”
12. Louvers are at a 40-degree angle
Quantity of style 2:
10 left, 10 right
Specifications for style 3:
1. Shutters are 1 3/8” x 21 3/8” x 73 1/4”
2. Stiles are 1 3/8” x 7/8” x 73 ¼”
3. Rails are not inset, flush with stile ends
4. Stile slots go all the way through
5. Dimension of top and bottom rails are 1 3/8” x 1” x 19 ¼”, not including tenons
6. Louver spacing is 1 ¾”
7. Louver dimensions are ¼” x 2 ¼” x determined by sample but must be ¼” into stile
8. Louver edges are flat, not rounded
9. Louvers shall be pinned with brads
10. Stiles are not rabbeted
Quantities for style 6 left, 6 right
Specifications for style 4:
1. Shutters are 1 3/8” x 21 3/8” x 73 1/4”
2. Stiles are 1 3/8” x 7/8” x 73 ¼”
3. Rails are inset ¼” into stiles
4. Stile slots go all the way through
5. Dimension of top and bottom rails are 1 3/8” x 1” x 19 7/16””, not including tenons
6. Louver spacing is 2”
7. Louver dimensions are ¼” x 2 7/8” x determined by sample but must be ¼” into stile
8. Louver edges are flat, not rounded
9. Louvers shall be pinned with brads
10. Stiles are rabbeted ½” x half of the thickness of stiles, industry standards apply.
Shutter rabbets shall mate to each other in a “male/female” orientation to create a flush appearance.
Quantity of style 4 shutters:
4 left, 4 right
Standards and Industry Guidance:
The contractor shall provide qualified personnel in the trade of woodworking (shutter manufacturing or equal in complexity) services necessary to ensure that a high-quality product will be consistently produced. This effort will require special techniques and skills to manufacture wooden shutters.
It shall be incumbent upon the Contractor to furnish first-class workers, take all necessary precautions and execute the work using equipment and skills as appropriate and specified herein and as directed by the Contracting Officer in compliance with said standards. The contractor shall provide workers that are proficient with this type of woodwork. Contractor shall provide woodworkers with at least five years of experience. All work shall be performed in accordance with the standard practice of carpentry/woodworking. All joinery shall be flush and smooth with adjacent pieces. All surfaces shall be sanded smooth based on industry standards.
Equipment: No equipment shall be furnished by government.
New shutter material: New shutter material shall not be provided by the government.
Material: one example of each shutter style shall be furnished by the government if requested by the contractor. If shutters are provided, there will be a process for loaning them out. These are considered historic and therefore shall follow loan policies.
There is no government supplied materials or equipment.
Work shall not be performed on government property
3.0 Schedule of work
During Business Hours (7:00 AM-3:30 PM, Mon-Fri): If contractor wants to visit the site, these are the days and hours. Contractor must call Scott Fletcher at least one day before desired visit at 617.201.7146.
Hours of operation shall only be between Monday and Friday. No work shall occur on federal holidays, weekends or outside the hours of 7:00am-3:30pm. All contractors shall be off the property by 3:30pm.
No work shall occur without the presence of a park service employee.

Interference with Business
The Government may undertake or award other contracts for additional work, and the Contractor shall fully cooperate with such other contractors and Government employees and carefully schedule its own work in consultation and direction of the COR. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other contractor or by Government employees. The government will assist with the contractor’s schedule as to make the contract feasible for all parties involved. This will be a good faith effort to bring a schedule together that benefits all parties.
The services under this contract shall be performed in such a way that there will be no interruption to or interference with the normal operation of Government business on the premises. Persons employed by the contractor shall, while on the premises, comply with all applicable regulations.
4.0 Task requirements
1. Provide high quality wooden shutters:
A total of 60 shutters will be produced and delivered to 105 Brattle St., Cambridge, MA 02138 All shutters will be delivered primed and undamaged. All shutters shall be tagged with the style that it represents.
Communication The Contractor shall provide the status of on-going efforts, problems, possible delays daily during the first week of award, weekly thereafter. The Contractor shall also notify the COR of circumstances that affect the work plan, period of performance as well as safety and health that may delay the production.
Contractor Personnel
1. Contact person shall understand, speak, and read English in a manner which does not impede the performance of this contract.
2. All workers shall, through related training and on the job experience, be familiar with the technical aspects of this work as well as equipment used in such operations.
3. All work shall be in accordance with industry or commercial practices.
4. All workers shall have a minimum of 5 years in the manufacturing of wooden shutters or equal trade.
5.0 Inspection requirements:
1) General Requirements:
a) Within two working days of receiving award, the contractor shall establish contact with the designated park representative indicated in the specifications so that mutually agreeable time frames for scheduling and performing the prescribed work can be established. Note: It is the responsibility of the Contractor to determine when work is to begin and notify the COR of the date.
b) The COR will be responsible for acting on behalf of the Contracting Officer (CO) on all matters of work within the scope of the contract. Approval of work beyond the scope of the award is reserved for the CO.
c) If, at any time, the COR determines that the work is unsatisfactory, the Contractor will be notified and shall immediately cease all work activities. The COR and contractor will work on a solution to allow the contract to go forward.
d) The contractor shall not make more than 10 shutters for one inspection. For example, if the two initially submitted shutters are approved, the contactor will be authorized to construct 8 more shutters. The COR will inspect those 8 shutters and either approve or reject them. If any of them are rejected, the contractor shall make the necessary corrections to get them approved. Only after the first 10 shutters are approved, is the contractor permitted to construct the next 10 shutters. Each batch of 10 will be inspected, approved or rejected, then another 10 shutters constructed and so on until 60 shutters are approved.
e) If shutters are rejected, the government will not pay for the labor, materials, or any other costs incurred in the manufacturing of those rejected shutters.
f) Shutters will be inspected for quality, accuracy, and joinery. Surfaces shall be flush to adjacent surfaces, primer shall be applied according to industry standards with no drips, runs, or defects.
g) Primer shall be applied with the grain.
h) All surfaces shall be primed in a consistent application.
6.0 Safety Standards:
Although all work is accomplished off government property, it is recommended that the contractor exercise all safety practices including Personal Protection Equipment (PPE), safe working equipment, and environment.
7.0 Submittals:
1. The contractor shall use form CM-16 for all submittals. This form will be provided.
2. The contractor shall submit one complete shutter (left or right) of styles one and two (left or right). It is highly recommended that the contractor waits for the approval of submitted shutters before building the remaining shutters. If the two shutters submitted are approved, they will be counted as two of the sixty shutters being built. The park will hold onto these.

Site Visit
All offerors submitting a quote for this contract are strongly encouraged to attend a pre bid site visit at Longfellow House-Washington's Headquarters National Historic Site for the purpose of examining the existing shutters.
