About this file

This Statement of Work (SOW) details rental vehicle requirements for the United States Government in Guam from 7 July to 4 August 2025, supporting Mobility Guardian 2025. The government seeks a total of 55 vehicles across six different types: 4 SUVs, 20 15-passenger vans, 7 minivans, 6 multi-stop trucks, 5 pickup trucks with tow hitches, and 13 sedans. All vehicles must be properly licensed, registered, clean, well-maintained, and in safe operating condition, with automatic transmissions, heating and air conditioning, and new or exceptional condition tires.

The contractor must provide 24/7 emergency road service, replace any inoperable vehicles within 24 hours, and include all required insurance in the vehicle pricing. Vehicles will be picked up and returned to the contractor's facility, with a full tank of gas, and undergo joint inspections at pickup and return. The contractor must also designate a contract manager with full authority to handle daily contract operations, and will be responsible for notifying the Contracting Officer of any fines issued to government personnel using the rental vehicles. The contract allows for damage compensation through mutual agreements if vehicles are damaged beyond normal wear and tear.
