About this file

This is a Statement of Work (SOW) defining functional, technical, security, and operational requirements for an on-premises remote support solution for the Internal Revenue Service (IRS) enterprise environment.

The contractor shall deliver an enterprise-class remote support solution capable of supporting up to 400 concurrent Service Desk personnel to securely access, diagnose, and resolve issues affecting IRS-managed systems. The solution must be self-hosted and deployable within IRS infrastructure on government-managed virtual server environments. Functional requirements include remote desktop control, screen sharing, view-only sessions, interactive support, multi-session support allowing technicians to support multiple users simultaneously, and multi-technician collaboration within single sessions. The solution must support remote assistance for Microsoft Windows workstations, physical and virtual desktops, virtual machines, mobile devices (iOS and Android), and tablets, with architecture scalable for future operating systems and network-connected devices. Core capabilities must include secure file transfer (bidirectional), integrated chat functionality, and ServiceNow Premium Integration supporting automated ticket association, technician workflows, and reporting.

The solution must comply with Section 508 accessibility requirements and maintain compatibility with Microsoft Windows 11 and future Microsoft-supported releases. Security requirements mandate FIPS 140-3-compliant encryption, integration with SPLUNK for auditing and logging, and support for Microsoft Active Directory, HSPD-12/PIV authentication, and Role-Based Access Control (RBAC) with least-privilege administrative access. Infrastructure requirements specify operation entirely within the IRS enterprise network without requiring dedicated physical hardware, with support for high availability, load balancing, and disaster recovery architectures. The solution must comply with FISMA, IRS Security Policy, Treasury Security Requirements, HSPD-12, and applicable NIST Special Publications. Deliverables include software, comprehensive documentation (installation, system architecture, security, configuration, administrator, end-user, integration, operational support, upgrade, and disaster recovery), and training materials. Market research estimates should account for a 12-month base period plus four additional option years.
