About this file
This document is a summary of a pre-bid meeting held by the Wasco County Soil and Water Conservation District for a Request for Proposals (RFP) for helicopter services to aerially apply herbicides on 4,000 acres in the Lower Deschutes Wildlife Area in Oregon. The project involves using a herbicide mix consisting of Rejuva, Panoramic 2SL, and Efficax adjuvant at a minimum 5-gallon per acre rate. The successful proposer must provide a helicopter, pilots, and support crew to implement the aerial application. Proposals are due by August 1, 2024, and the anticipated project timeline includes a proposed application window in September 2024. The pre-bid meeting addressed questions related to access points, water sources, performance bond requirements, and professional liability insurance.
The RFP does not indicate any set-asides or restrictions on the types of organizations that can respond, nor does it mention any incumbent contractors or existing infrastructure requirements. The total not-to-exceed contract value is unspecified, but the project is funded through state and federal sources. The Wasco County Soil and Water Conservation District will provide the herbicide product, water trailers, and on-site personnel support for the successful proposer.

Pre-bid meeting for S-R33119-00011007
HELICOPTER SERVICES FOR AERIAL APPLICATION OF HERBICIDES, EASTERN WASCO COUNTY
ON THE BREAKS OF THE DESCHUTES RIVER, OREGON
Monday, 7/29/2024 11:00am PST, held at Wasco County SWCD, 2325 River Rd. The Dalles, OR 97058 and virtually through Microsoft Teams.
1) How many access points are there and what are the distances between the access points and the location of the project? Are there any available water sources close to the project area that could be utilized?
a. Josh shared a map that outlined the project area and provided an overview of the various access points, including the distance from each location to the project site.
Josh offered to show the contractors the project site and the different access points in person; the contractors didn’t feel that was necessary as they felt that the map provided was sufficient in answering the questions they had.
b. Available water sources were discussed. Josh noted that ODFW pledged two 1600 gallon water trailers and staff available to help as needed.
2) Questions regarding the Performance Bond (e.g., is the Performance Bond required, the reason for that requirement, and whether the district could waive that requirement) was discussed.
a. After consulting with contracting officer and reviewing the statues, the district agreed to waive the bond requirement, as allowed according to ORS 279C.390.
3) There was question as to whether Professional Liability Insurance was required for this project. The contractors did not feel that the project warranted that level of coverage and that their General Liability coverage would be adequate for this project.
a. Josh responded that he would contact the districts insurance agency for clarification.
b. FOLLOWUP- The District will not be requiring professional liability for this contract.
4) The contractors questioned whether charging for daily per diem was going to be an issue.
a. Josh explained that unfortunately for this project, there isn’t a specific line item for Per Diem, so the cost for Per Diem is not a line item in the RFP and would need to be built into another line item,
