DEPARTMENT OF HOMELAND SECURITY (DHS)

STATEMENT OF WORK (SOW)

FOR

TECHNICAL SECURITY AND SIGNALS COUNTERMEASURES EQUIPMENT

ORION DELUXE HX NLJD AND CMA 100

1.0 GENERAL

1.1 BACKGROUND

The Office of the Chief Security Officer (OCSO), Threat Management Operations (TMO), and the Center for International Safety and Security (CISS) must be able to provide Technical Security and Signals Countermeasures (TSSC) for DHS. The following items are necessary to the practice of TSSC: ORION Deluxe HX Touch Screen NLJD 2.4/900MHz, and CMA 100.

1.1.1 ORION HX Deluxe

ORION HX Deluxe, a Non-Linear Junction Detector (NLJD), is an investigative tool used to detect unauthorized electronic components.The requirement is to provide an additional NLJD to increase TMO/CISS capabilities. The new unit will allow technicians to scan the same wavelengths, using one device with interchangeable heads that currently requires two complete set ups.

The systems are being used by various government agencies for TSSC. This equipment is required to fill in and outfit 8 new team kits.

1.1.2 CMA 100 (Countermeasures Amplifier)

The CMA 100 (Countermeasures Amplifier) is a high gain audio amplifier that is utilized to detect and identify certain types of surveillance devices connected to building wiring including telephone wiring, LAN, server systems and security systems.

The systems are being used by various government agencies for TSSC. This equipment is required to fill in and outfit 8 new team kits.

1.2 SCOPE AND OBJECTIVES

To acquire the necessary equipment to fill in and equip 8 new team kits for TSSC operations.

This equipment will to be utilized for DHS TSCM Operations.

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 TASK ONE: Equipment

The contractor shall provide the following equipment and services to include, but not limited to:

2.1.1 Four (4) Orion HX Deluxe Touch Screens

Kit Includes: 1 Head - 900 MHz G 3.2W, 1 Head - 2.4 GHz G 6.6W,1 HX Pole/Grip Assembly with Touch-Screen Interface.

2.1.2 Eight (8) CMA 100s

Kit Includes: CMA 100, Headphones, Hard Shell Case, Alligator Clips, Telephony Connectors and 9vt Battery

2.2 TASK TWO: Warranty

The Contractor shall provide a one 1-year standard warranty on the Orion HX Deluxe Touch Screens.
