HERA CALL 0002 Q&A
as of 8 Apr 2008
1.
Could a contractor bid on a Task Order under a restricted Contractor Statement of Work, i.e., an incomplete version of Technical Area 4 from the BAA Solicitation, and be awarded a contract for a portion of the work on that Task Order?
CALL 0002 is amended to allow offerors to propose on “the complete Task Order Statement and/or portions of this Task Order Statement” for TO 0003 (Atch 3). The Government will only consider proposals for the complete technical requirements for TO 0001 and 0002 (Atchs 1 and 2).
2.
For TO #2, paragraph 4.5, does the offeror have to develop an optimization package?
No. The Government has developed an optimization package for using with ICEPIC. We have linked the APPSPack software from Sandia National Labs (part of the DAKOTA framework) with ICEPIC to form a method for automatically optimizing HPM tube performance given a set of parameters to vary. The Government will share this technology with the successful offeror during the course of performance of this task order.
3.
For CALL 0002, is it permissible for a respondent to submit technical and cost proposals to only one or two of the released task orders and not be required to propose to all three tasks?
CALL 0002 is amended to read “Offerors may propose on one or more task order statements attached to this CALL. “
4.
Assuming we propose to only two of the released tasks, will we be "qualified" to be able to compete for future tasks that relate to the task not proposed to?
Future requirements within this technical area may be competed among contractors awarded this technical area, within the scope of their respective C-SOW, or the Government may issue another CALL under BAA 08-RD-01.
5.
If sections 2 and 3 (program description and program plan) of one of our proposals are classified, may we deliver to the government the classified and unclassified sections separately so that the classified section is an attachment? If so, should the sum of the pages of the unclassified plus classified sections not exceed 30?
As stated in CALL 0002, “Any classified information shall be submitted in a separate classified volume”.
CALL 0002 is amended to clarify the page limit established for technical proposal to include classified information.
6.
May we hand carry the classified proposals or classified sections to the appropriate location? We point out that a classified document will have to be mailed by Thursday, 24 April to meet the 28 April deadline while avoiding having the document lie unattended in a mail facility over parts of the intervening weekend. Alternatively, if hand delivery is not acceptable, can you change the due date to Tuesday, 29 April?
Submit the classified volume(s) of the proposal(s) in accordance with CALL 0002 instructions.
The due date for proposals remains firm.
7.
We submitted small business plans in response to HERA CALL 0001. Do we need to submit additional small business plans in our response to HERA CALL 0002?
Each CALL is a separate and distinct acquisition. As such, documents requested must be submitted regardless of submission under other CALLs.
8.
Please confirm that the requirement for a task-level C-SOW (the original section 4 of the technical proposal as described in the 11 February 2008 HERA BAA) has been removed.
CALL 0002 as posted 27 Mar 2008 clearly states “Offerors are not required to prepare task order C-SOWs (as required by the baseline BAA paragraph C.2.(a)(4)) as the task order statements attached to this CALL (attachments 1-3) satisfies this requirement.”
9.
We anticipate one printed technical and one printed cost proposal to be submitted for each task order to which a respondent might propose – is this correct? Are any electronic copies required for either the technical or cost proposal(s)?
This CALL does not authorize deviations from the Baseline BAA which specifically states: “Submit with a cover letter, an original, three paper copies, and one electronic copy of the technical proposal and an original, one paper copy, and one electronic copy the cost/business proposal. The original and paper copies of technical and cost/business proposals must be in separate volumes. The electronic copy must be submitted on a compact disk (CD) in a PC compatible file format and must be readable by Microsoft Office. The electronic copy of the cost proposal worksheets must be in Microsoft Office Excel 2003 or later version and must contain all cell formulas.“
10.
May we submit our technical proposals to the released tasks in a single binder? Similarly, may we submit our cost proposals to the released tasks in a single binder?
The Government does not require submission of proposals in “binders”. Offerors shall submit the required copies of technical and cost proposals as stipulated in the baseline BAA.
11.
In Task Order Statements 0001, 0002, and 0003, the Government writes in paragraph 3.0, Applicable Documents, that all applicable health, safety, and environment regulations apply to the task order. However, CALL 0002, paragraphs 7.1 through 7.3 were not included explicitly in the technical requirements of the Government-issued task orders, either in whole or in part. Would the Government please verify that CALL 0002 paragraphs 7.1 through 7.3 are “specifically excluded” as required by paragraph 7.0 of CALL 0002 for all three solicited task orders?
If this interpretation is not correct, then would the Government please identify to which of the three task orders paragraphs 7.1 through 7.3 actually apply and an estimated budget to include this work into the covered task orders?
CALL 0002 paragraph 7.0 is amended to clarify these requirements.
These paragraphs are not “specifically excluded” from the task order statements.
Offerors shall include the estimated cost of associated with paragraphs 7.1 through 7.3 in each task order cost proposal.
12.
Would the Government please clarify whether the TEMPEST requirement of 7.2 is relevant for any work done at a contractor’s facilities since this is precluded in the DD Form 254, paragraph 11.i?
DD 254 is amended, correcting block 11.i.
