4. REQUIREMENT DESCRIPTION: The specific technical areas associated with this CALL include Technical Area 4 of the Baseline BAA-08-RD-01. The technical area to be addressed in this CALL requires advancing the state-of-the-art and scientific knowledge in Direct Energy (RD) through research, development, modeling simulation, analysis and technology demonstrations in the following technical area:

A. BAA 08-RD-01 Technical Area 4: Theoretical and Computational R&D:

4.1 Development and Implementation of Time-Domain Baum-Liu-Tesche (TD-BLT) and/or Time-Domain Transmission Line Matrix Method (TD-TLM) Cable Solvers. Based on the TDBLT or TD-TLM formalism, a computational tool for analyzing early- and late-time transients in MTL networks with nonlinear and possibly time-varying loads shall be developed and implemented. The tool shall be based on fast execution march-on-time algorithms, such as the fast multi-pole method, the time-adoptive Jacobi method, and some other well-known methods used in computational electromagnetic, that account for wave coupling between waves and cables. The frequency band of interest for this tool is hundreds of kilohertz to 10 gigahertz.

4.2 Development and Implementation of TD-BLT and/or TD-TLM Solver Input Tools. State-of-the-art computational tools for generating (i) per unit length Transmission line parameters (resistance, capacitance, inductance, and conductance) and (ii) rational function approximations for lossy TD cable Green functions/transfer impedances and admittances and/or the TLM-based formulation shall be developed and implemented. These tools shall leverage modern 2D finite element, 2D integral equation, and PRIME algorithms. Outputs from these tools shall be fed directly into the TD-BLT solver. The frequency band of interest for this tool is hundreds of kilohertz to 10 gigahertz.

4.3 Development of Interfaces for TD-BLT and/or TD-TLM, Full Wave and Advanced Circuit Solvers. Interfaces between the TDBLT and/or TLM solver and the full wave solver shall be implemented via the construction of a full Green function/propagator based solver tool. Likewise, interfaces between the TD-BLT and/or TLM solver and advanced circuit solvers (with capabilities above and beyond the demonstration circuit solver that is part of the TD-BLT and/or TD-TLM solver developed under Technical Task 4.1 above), shall be implemented in the similar fashion. These interfaces shall provide users with the ability to input external field calculations and permit interfacing with complex circuit simulators. The frequency band of interest for this tool is hundreds of kilohertz to 10 gigahertz.

4.4 Development of Graphical User Interface (GUI) for Electromagnetic Topology and Result Displays. For problem setup and result displays, a GUI tool shall be developed for setting up and interpreting a complex HPEM/UWB analysis result through the use of 3-D and 2-D visualization plots.

4.5 Code Verification/Validation. The key importance rests with credibility of simulated results. Consequently, verification and validation of EMP and HPEM simulation results shall be performed against available experimental data. Further, subsystem component models shall be tested during development to ensure that model results compare well with theoretical results.

5. ANTICIPATED FUDING: The maximum value of order to be placed under this instrument is $300K. Anticipated funding for this CALL is $300K in FY10/FY11. This funding profile is an estimate only and will not be a contractual obligation for funding. All funding is subject to change due to Government discretion and availability.

6. PERIOD OF PERFORMANCE: The anticipated period of performance for the resultant contract(s) will be no more than 12 months. The actual period of performance for any resultant contract awarded will be specified in each contract. The Contractor’s Statement of Work (C-SOW) should identify the period of performance to be proposed in the format that includes: XX months for technical effort, plus 3 months for Final Report preparation.”
