Attachment 3 High energy Research and applications (HERA)

Technical Area 1 – High Power Microwave (HPM) Source Development

Sample Task Order Statement

Technologies for Testbed Development and Fabrication 28 Jan 2008

1.0 Objective and scope:

1.1 Objective: The objective of this task order is to develop and produce cutting-edge technologies for an HPM testbed using disciplined systems engineering and integration (SE&I) technical and management processes.

1.2 Scope: The scope of work under this task order includes development and demonstration of axial extraction relativistic magnetrons and inverted magnetrons. Additionally, this task order includes providing any necessary design, development, engineering, fabrication, assembly, analysis, modeling, simulation, and testing of narrowband RF sources, such as the relativistic magnetron, as well as any other materials and components used for magnetrons, though it is conceivable to include solid-state or wideband sources. The scope also includes follow-on cost and schedule plans, design reviews, and technical interchange meetings, and possibly conducting mission analysis and trade studies to determine user requirements/inputs.

2.0 Background: The HPM team seeks to advance and employ any relevant HPM technologies essential to HPM development efforts. These technologies must address problems related to all components of an HPM system, such as antennas, pulsed power, RF sources (e.g. relativistic magnetron), and vacuum materials, if applicable. In general, given the developmental nature of the program, the subsystems involved with particular sources will lie at various states of technology readiness and need either further assessment or additional advancement.

3.0 Applicable Documents: Security Classification Guide (SCG) for High Power Microwave (HPM) Weapon / Counter High Power Microwave (CHPM) Weapon Technology – 21 June 1999. All applicable health, safety and environmental regulations.

4.0 Technical Requirements/Tasks:

4.1 Testbed Control System. The contractor shall work with the government to integrate the Testbed components into the Testbed control system. The contractor shall interface with the government’s control system team to produce documentation as required.

4.2 Testbed Advanced Concept Vacuum. The contractor shall test prototype designs of novel cathode geometries for better startup and mode selectivity in the testbed. The contractor shall interface with the government’s control system team to ensure integration of necessary subcomponent controls into the main control system. (CDRL: A004 Quick Look Report).

4.3 Pulse Power System. The contractor shall assess the performance and capability of the current pulse power system for the testbed with the intent of creating a proposal for an upgraded pulse power testbed. The contractor shall design, fabricate, and integrate the final pulse power system into the testbed. The contractor shall interface with the government’s control system team to ensure integration of necessary subcomponent controls into the main control system. (CDRLs: A004 Quick Look Report, A006 Developmental Design Drawings and Associated List).

4.4 Testbed Antennas. The contractor shall test antennas for the HPM program. This effort will result in the ability to do developmental testing for multiple antennas and also radiating antennas into an anechoic chamber in order to document performance. This effort shall also include testing of HPM antenna systems, windows, and vacuum interfaces (as necessary) developed for the DEUCE program. The contractor shall design, model and fabricate all necessary antenna feeds, vacuum interfaces and other ancillary devices necessary to fully implement and test components. The concept antennas and their components shall be tested on the testbed. The contractor shall fully characterize antenna output as necessary using appropriate diagnostics. This effort is ongoing throughout the life of this task order. The contractor shall interface with the government’s control system team to ensure integration of necessary subcomponent controls into the main control system. (CDRLs: A004 Quick Look Report).

4.5 HPM Source. The contractor shall work with the government’s HPM Modeling and Effects personnel and other contractors to mechanically design, fabricate, test, analyze, and implement relativistic magnetrons and other HPM sources to advance the program efforts. The contractor shall design and fabricate sources and integrate them into the testbed for vacuum load testing, if required. The contractor shall interface with the government’s control system team to ensure integration of necessary subcomponent controls into the main control system. (CDRL: A006 Developmental Design Drawings and Associated List).

4.6 Compact Magnets for HPM Sources. The contractor shall develop, design, contrast, test, analyze, and implement designs for compact magnet schemes to be used with HPM sources on the test platform. These designs include but are not limited to the use of internal permanent magnets, internal electro resistive magnets, or external electro resistive magnets. Advanced stages of concept development may require the contractor to provide magnet expertise for modeling, final concept validation, initial prototyping and production of the compact magnet designs. The contractor shall interface with the government’s control system team to ensure integration of necessary subcomponent controls into the main control system. (CDRLs: A006 Developmental Design Drawings and Associated List).

4.7 Testbed Integration. The contractor shall develop, design, construct, test, analyze, and implement critical experiments related to source technology. This work shall include mating sources to pulsers and connecting all microwave hardware to the vacuum loads as necessary and the anechoic chamber. The contractor shall also design the testbed platform for test operations in an anechoic chamber and for possible follow-on experiments at outdoor ranges. This effort is ongoing throughout the life of this task order. (CDRL: A006 Developmental Design Drawings and Associated List)

4.8 Testing. The contractor shall work with key government personnel to radiate the testbed into a vacuum load and document its performance. The contractor shall document facility support requirements. The contractor shall provide on-site test personnel and test direction during testing activities. (CDRL: A004 Test Report).

4.9 Test and Safety Plans. The contractor shall write the test and safety plans necessary for hardware testing in anechoic chambers or outdoors test sites. These test and safety plans are required for all program tests and must be approved by the appropriate Program Manager, HPM Test Director, HPM Division Chief and Directed Energy Directorate’s Environmental & Safety Office. Draft test and safety plans are due NLT 60 days prior to the beginning of the test. (CDRL: A007 Test Plan, A008 Environmental Health and Safety Plan).

4.10 Expertise. The contractor shall, as necessary, provide additional engineering expertise for specific experiments, relating to, but not limited to, compact magnet designs, compact pulsed power designs, and systems engineering. Additionally, the contractor shall provide system modeling and design code development for experimental efforts, and conduct simulations of source components in order to obtain optimal performance of these devices. Such work should advance the understanding of the physics relevant to the testbed effort. The contractor shall submit required design drawings using commercial software and modify existing testbed hardware as necessary to accomplish critical research and developmental activities and goals.

4.11 Testbed Integrated Product Team. The contractor shall participate as necessary in planning meetings to discuss the status of testbed efforts. The contractor shall provide, as part of its status reports, schedule and cost estimates for major developmental activities related to the testbed. These estimates shall take into account the use of government resources (for example; labor, hardware, software, or equipment). The status reports shall include any applicable information on the design, procurement of hardware, assembly, component and/or subsystem testing, as well as plans for other necessary tasks as needed for the program effort.

4.12 The contractor shall provide monthly status reports that include TO expenditures for the month and cumulative totals including labor, materials, and sub-contracts. These reports shall include information broken down by each Technical Requirement/Task, sections 4.1 through 4.10, as well as other areas to be designated as required. (CDRL: A004 Status Report).

4.13 The contractor shall provide a final technical report that archives the work and results achieved on this TO. (CDRL: A005 Scientific and Technical Report).

4.14 The contractor shall conduct military utility and requirements analysis and, along with government program management, interface with potential users/shareholders to explore transition methodologies and solicit additional user inputs. (CDRL: A005 Scientific and Technical Report).
