REQUIREMENT DESCRIPTION:

The Air Force Research Laboratory (AFRL) Directed Energy Directorate (RD) is interested in receiving proposals from all offerors to advance the state-of-the-art and scientific knowledge in directed energy technology in Technical Areas 1-3.

Offerors proposing under this CALL shall submit a separate comprehensive C-SOW addressing Technical Areas 1-3. This all-inclusive C-SOW is limited to 10 pages. Do not include proprietary information in the C-SOW since the C-SOW will be attached to the contract. Technical Areas are described in the Broad Agency Announcement.

Offerors shall submit a cost and technical proposal for each of the attached task orders as detailed below. Offerors are not required to prepare task order C-SOWs (as required by the baseline BAA paragraph C.2.(a)(4)) as the task order statements attached to this CALL (attachments 1-4) satisfy this requirement.

TASK ORDER 0001 – Combined Functions Task Order (CFTO) (Attachment 1)

In making full use of capital assets located on Kirtland Air Force Base (KAFB), New Mexico, the successful contractor is expected to conduct operations for several R&D facilities. The pulsed power systems contained in these facilities include modular capacitor systems capable of storing several mega joules, and delivering up to 20 mega amps with flexible timing, and triggering of separate modules (e.g., SHIVA STAR). As part of this program, contractors will be expected to offer a significant and comprehensive program encompassing all operational, safety, and health aspects.

The CFTO is to be a Cost-Plus-Fixed-Fee Level-of-Effort task, as such, the following information is provided to assist offers in preparing their cost and technical proposals. The total program hours budgeted for this task shall be in the cost proposal for 100,603 hours over six years (FY08 8,384 hours, FY09 16,767 hours, FY10 16,767 hours, FY11 16,767 hours, FY12 16,767 hours, FY13 16,767 hours, FY14 8,384 hours. AFRL envisions the following labor categories and associated man hours over a six year period: Program Manager (1,992), Senior Scientist/Engineer (11,490), Staff Scientist/Engineer (1,932), Security (2,040), Tech Writer (2,040), Buyer (13,098), , Safety/Hazmat (58,297), and Property Admin (9,714). These labor categories and associated man hours are not all inclusive but are AFRL’s approximate labor mix for future effort under the contemplated contract. They are provided to assist potential offerors in developing their proposal to meet AFRL requirements. However if an offeror’s proposal deviates from them, a justification must be provided supporting the deviation. For example, an offeror’s labor categories may not match exactly to what AFRL contemplates, or an offeror may decide to reallocate hours among categories to realize efficiencies. The following is the government’s desired qualifications for major labor categories: Program Manager, MS in physics or engineering disciplines and 10 – 15 years of experience in scientific/engineering; Senior Scientists/Engineers, PhD in physics of engineering disciplines or approximately 20 years experience in relevant field; Staff Scientist/Engineer, BS in physics or engineering.
