About this file
This is a Justification and Approval (J&A) for use of other than full and open competition for a bridge contract award.
The Naval Undersea Warfare Center (NUWC) Division in Keyport is awarding a Cost-Plus Fixed-Fee (CPFF) bridge contract to Network & Simulation Technologies Inc. (doing business as Netsimco) located in Middletown, Rhode Island for Technology Support Services (TSS). The contract will be awarded using other than full and open competition authority under 10 U.S.C. 3204(a)(1), with an estimated value of a redacted dollar amount. The bridge contract covers a five-month base period from May 30, 2026 to October 21, 2026, and includes a three-month option period from October 22, 2026 to January 29, 2027. The contract will be funded incrementally from multiple sources: Operations and Maintenance Navy (O&M,N), Navy Working Capital Fund (NWCF), and Shipbuilding and Conversion (SCN). The current task order (N0017819D8173/N0025322F3000) expires May 29, 2026.
The contractor shall provide program-based and corporate-based technical support services, including software development and maintenance, system engineering, cybersecurity accreditation, and specialized development support for emerging technologies. The justification cites 10 U.S.C. 3204 and FAR 6.302-1(a)(2)(iii)(B), asserting that Netsimco is the only qualified source capable of providing mission-critical support without unacceptable delays or degradation to critical Navy programs. A prior competitive SeaPort-NxG solicitation closed January 10, 2025, and a blanket waiver was issued by Naval Sea Systems Command on September 15, 2015, waiving the requirement for a Request for Information or Sources Sought notice. The Government received four vendor inquiries during the fifteen-day synopsis period (February 5-21, 2026), but none provided sufficient information to assess capability to deliver required services within the compressed timeframe.
