About this file
This document is a Justification and Approval (J&A) for a sole-source, five-year Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with L3Harris Technologies, Inc. The contract, valued at $22,805,601.80, is for engineering services supporting the Commercial Broadband Satellite Program (CBSP) Force Level Variant (FLV) and Unit Level Variant (ULV) terminals. Services include continued procurement of engineering services, maintenance, repair, and support for CBSP systems, with services to be procured on a Cost-Plus Fixed Fee (CPFF) basis.
The Navy determined L3Harris is the only contractor capable of executing the requirements without unacceptable delays, based on their status as the Original Equipment Manufacturer (OEM) of the current AN/USC-69(V)2 FLV and AN/USC-69(V)3 ULV variants. The contract will be funded through Operation and Maintenance (OMN), Other Procurement, Navy (OPN), Ship Construction Navy (SCN), and Other Customer Funds (OCF). The government estimates it would take an alternative vendor 24 months to establish comparable capabilities, making L3Harris the most viable option for continuing CBSP terminal engineering services.
