Single Source Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: 633 CONS / PKD Purchase Request/ Identification Number:
F2Q4011053AW03
Project/Program Name: Rees Monitoring System Annual Maintenance Services
Estimated Contract Cost (including Options):
$110,556.91
Section B: Description of the Supplies/Services Required
The contractor shall furnish all labor, tools, parts, materials, supplies, and transportation necessary to provide preventive maintenance and calibration for the Rees Scientific Environmental Monitoring System. The equipment is currently located at the United States Air Force Hospital, 633d Medical Group, Joint Base Langley-Eustis (JBLE), Virginia, Langley AFB. All labor necessary to perform calibration, installation of replacement parts, other servicing of equipment, and travel time shall be included to maintain the system and ancillary equipment.
Section C: Justification for Soliciting from a Single Source
In accordance with FAR 13.106-1(b)(1), there is only one source capable of providing the annual maintenance services for the Rees Scientific Environmental Monitoring System. Work can only be performed by Rees Scientific trained Field Service engineers. Per Rees Scientific Corporation, no third party firms are authorized to provide annual, and as needed, validation, calibration, and support, nor does Rees sell original equipment manufacturer parts, tools, or jigs to any third party.
Section D: Efforts to Obtain Competition
The equipment is manufactured by Rees Scientific Corporation. Rees Scientific Corporation has provided a notice that they're the sole distributor of the Rees Scientific system, software, and components, and this software is proprietary. There are no other authorized vendors, distributors or installers for the system.
Section E: Steps to Preclude Future Single Source Awards
In order to preclude further single source awards, the Government would have to procure new medical monitoring systems that were sold and serviced by more than one source which would incur unnecessary costs to the Government.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
