2. Type of Contract Action – 6 Month J&A for Contract HDEC08-15-C-0019; Amendment 0001 is for an additional 6 months. Firm Fixed Price (FFP) Contract. Defense Working Capital Funds (DWCF). Estimated Amount is approximately $420K for the period of performance August 1, 2021 through January 31, 2022.

This change to the solicitation is so substantial that cancellation was necessary to afford all interested contractors an opportunity to submit a proposal. In the absence of these services, the commissary could be shut down and the military members and their families will be denied their full commissary benefit provided to them by statue under 10 USC §2481 and 10 USC §2484.

6. Efforts to Obtain Competition – The justification in support of the agency’s request not to issue a sources sought notice is predicated upon the fact that the required services are deemed to be available only from the incumbent contractor. Logistical Customer Service Inc. has been performing the services at a satisfactory level for the past year.

7. Fair and Reasonable Cost Determination – In accordance with FAR Part 15, the following techniques will be used to determine fair and reasonableness: FAR 15.404-1 (b) (2) (v) Comparison of proposed prices with independent Government cost and (FAR 15.404-1(b) (2)

(vii) Analysis of data other than certified cost or pricing data provided by the offeror.

8. Market Research and Interested Sources – As indicated above, an award to any other source at this time would result in unacceptable delays in fulfilling the requirement and an interruption of services.

9. Actions to Increase/Foster Competition - This is currently a Competitive Small Business Set Aside Requirement (C3). The previous solicitation was solicited on Contract Opportunities and the new solicitation will also be available on Contract Opportunities.
