| Text10: A true market survey in accordance with FAR 10.002 was not conducted due to the fact that the RedSky E911 |
System is the only emergency service system currently on the NGB Approved Product Listing (APL) for installation on Army National Guard networks; however, there are vendors who are authorized resellers of RedSky E911 products and provide competitive pricing options. It is important to note that not all authorized RedSky vendors will provide technical product support. Due to the fact that the MA Army National Guard currently already has 2001 existing and active E911 Manager licenses, the agency will be entitled to product support for troubleshooting and resolution of technical problems through RedSky direct license renewals.
Text11: This request for ‘Brand Name Specific’ must be procured through RedSky or an authorized reseller in order to ensure license compatibility and integrity of the existing E911 system.
Text12: The RedSky E911 System is the only emergency service system currently on the NGB Approved Product Listing (APL) and is currently installed, operational, and actively in use to provide critical and life-saving emergency response to members of the ARNG in armory locations throughout MA. Only RedSky E911 licenses are compatible with the existing RedSky E911 system. No other E911 vendor products are compatible with the RedSky E911 system currently operational on the MA ARNG telephone system; however, license renewals can be purchased directly through RedSky or an authorized RedSky vendor such as Force 3. Due to the criticality of the RedSky system, it is preferable to source the renewal directly through RedSky.

| Text8: Procurement of this licensing is a logical follow-on to support the MAARNG's E911 solution. This requires annual renewal of 2,001 existing RedSky E911 Manager licenses necessary for E911 emergency telephone services to remain operational on VoIP telephones deployed throughout the MAARNG (one license per phone). Each phone requires a separate license in order to operate and continue to provide critical emergency telephone services on the existing RedSky system. The RedSky E911 System is the only emergency telephone system currently on the NGB Approved Product Listing (APL) and is currently installed, operational, and actively in use to provide critical and life-saving emergency response to members of the MAARNG. Only RedSky E911 licenses are compatible with the existing RedSky E911 system and will guarantee sustained compatibility, system integrity and performance. No other E911 vendor products are compatible with the RedSky E911 system currently installed and operational on the MA ARNG telephone system. The current active licenses will expire on 19 June 2018. Additionally, purchasing a new solution would not only cost significantly more, we would have to retrain our staff to operate the system and reconfigure servers and network infrastructure to support a new system. |
