About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document authorizing a sole-source Blanket Purchase Agreement award.
The 81st Contracting Squadron at Keesler Air Force Base is awarding a renewal Blanket Purchase Agreement to L C Industries, Inc. (LCI), an AbilityOne agency, for the provision of Overseas Contingency Operations (OCO) deployment gear and uniforms. The contract period of performance extends from September 1, 2026, through August 31, 2031, under FAR Part 12 simplified procedures. LCI is designated as the sole source based on mandatory government regulations requiring AbilityOne sourcing for Procurement List items and the vendor's unique logistical capability to bundle and deliver items as rapid-response unit "kits" rather than standard individual retail sales. All uniform items and gear must strictly comply with Air Force Instruction 36-2903 (Dress and Personal Appearance of Air Force Personnel) and meet specialized environmental and tactical standards dictated by combatant command requirements. Market research confirmed that commercial sources (AAFES and US Patriot) cannot satisfy this dual-category requirement or meet mandatory deployment timelines. Funding is obligated under the 3400 Operations & Maintenance account. The justification is made on a class basis under RFO 12.201-1 Simplified Procedures authority. The 81st Contracting Squadron commits to continuously monitor market conditions and regulatory updates to identify emerging competitive capabilities for future acquisitions to preclude future sole-source awards.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):
Agency: Department of the Air Force/ Air Education and Training Command (AETC) Contracting Activity: 81st Contracting Squadron (81CONS) Keesler Air Force Base
II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):
This document approves the award of a Blanket Purchase Agreement on a sole source basis to L C Industries, Inc. (LCI), this region's authorized Ability One agency, in support of the Overseas Contingency Operations (OCO) for Keesler Air Force Base (AFB). This justification is made on a Class basis. This action is a renewal to existing OCO Blanket Purchase Agreement FA301021A0010 USD to LCI. This renewal will be established as a single blanket purchase agreement, firm-fixed price IAW FAR Part 12.
III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):
The 81st Training Wing (81 TRW) and 403rd Wing (403 WG) require uninterrupted, rapid procurement of Overseas Contingency Operations (OCO) deployment gear and uniforms. IAW AFI 36-2903, all uniform items and gear must strictly comply with Air Force Instruction 36-2903 (Dress and Personal Appearance of Air Force Personnel). Gear must also meet the specialized environmental and tactical standards dictated by combatant command Reporting Instructions for the specific contingency theater. The vendor must have the logistical capability to bundle and deliver these items as rapid-response unit "kits" rather than standard individual retail sales. The proposed period of performance for this action will be 1 September 2026- 31 August 2031.
Funding- 3400 (Operations & Maintenance)
IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):
RFO 12.201-1 Simplified Procedures, 41 U.S.C. 1901
V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):
The current incumbent, LCI, is an AbilityOne Agency- a mandatory source for Procurement List (PL) items per RFO 8.103(a)(4).
LCI is also an authorized commercial retailer for non-PL items. This vendor has proven capability of bulk, rapid-response unit kitting for short-notice deployment taskings. No other entity can fulfill this requirement due to a combination of mandatory government regulations and unique logistical needs.
VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):
Active market research confirms that commercial and standard military clothing sources (AAFES and US Patriot) cannot satisfy this dual-category requirement. Splitting the procurement or utilizing these vendors would fail to meet the mandatory deployment timelines.
VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):
The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):
To meet this requirement, the vendor must have the logistical capability to bundle and deliver required items as rapid-response unit "kits" rather than standard individual retail sales. Both US Patriot and AAFES Military Clothing Sales were contacted and each expressed their inability to meet this requirement.
Due to a combination of mandatory government regulations and unique logistical needs, no other entity can fulfill this requirement.
IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):
To preclude future sole-source awards, the 81st Contracting Squadron will continuously monitor market conditions and regulatory updates to identify emerging capabilities that could fulfill this requirement competitively in future acquisitions.
