This highly specialized service was previously accomplished under Interim Contract Support through the B-2 Flexible Acquisition Sustainment Team Contract where Honeywell was the source of repair as the subcontractor to Northrop Grumman. The contemplated contract will be for the continued repair service of the B-2 Disk Drive Unit.
This item is being acquired/repaired for a subsequent time, directly from the actual manufacturer, Honeywell International, Inc. The contract is sole source as the data needed to acquire this part competitively is not physically available; it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Honeywell International, Inc. has been the OEM)and repair contractor for this item under previous contracts and is the only known contractor that has the data/repair data, parts, expertise, tools, facility, firmware, software, test equipment, and repair processes necessary to perform this highly specialized repair service sufficiently to meet the Government’s needs. Efforts on March 18, 2019 by the Government to purchase the data use rights or a license from the OEM have been unsuccessful. To date, Honeywell International, Inc. has demonstrated no interest in the Government’s action in purchasing data use rights.
The 424 SCMS believes that award to any other source would result in unacceptable delays in fulfilling the Air Force’s requirement Honeywell International, Inc. is the only known source to satisfy the government’s requirement. This item is a component that records mission and flight critical data.

be awarded. Honeywell International, Inc. has no interest in adding additional sources.
However, qualification of a new source would drive additional aircraft testing and would result in minimum two or more years in delays. These delays could have the potential for disrupting availability for the two or more years to obtain the requisite capability of the B-2 aircraft, leaving the Air Force unable to meet critical mission requirements.
Accordingly, Honeywell International, Inc. is the only firm capable of providing the repair described in Section III above without the US Air Force experiencing unacceptable delays in fulfilling its requirements.
VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED
PRACTICABLE
In an effort to identify additional sources, a Source Sought Synopsis (SSS) was posted to Federal Business Opportunities (FedBizOpps) under solicitation number FA8119-19-R- 0015 on 07 Feb 2019, with a closing date of 11 Mar 2019. Sterling Design Cage Code 4LLQ0 and Turbine Controls Cage Code 8T088 responded, however no Source Approval Package has been submitted to the cognizant engineering authority to indicate capability.
In accordance with FAR 5.201, this requirement shall be synopsized and the Request for Proposal (RFP) will be posted to the FedBizOpps website approximately Nov 2019.
Consideration of the capability shall be given to any identified, potential sources prior to award.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND
REASONABLE
The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. The contractor will required to provide certified cost and pricing data. A detailed cost analysis and price analysis will be accomplished.
The Defense Contracting Management Agency and/or Defense Contract Audit Agency will be contacted to assist with the analysis, and may assist with inputs throughout the life of the contract.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH
WAS NOT CONDUCTED
Market research, in accordance with Far Part 10, was conducted on February 7, 2019 through March 18, 2019 by the multi-functional team consisting of the Logistics Management Specialist, Engineer, Production Management Specialist and Procuring Contracting Officer. The conducted research consisted of internet searches, reviews of government databases, reviewed results of recent market research on similar requirements and a Sources Sought Synopsis posting. The market research revealed that there is not a commercial process available to meet this requirement. The Disk Drive Unit in this system are used in military applications and no commercial or non-developmental substitutes are available. There are no applicable industry standards, regulations, trade journals, or process guides that apply to the repair of this item. Market research also allowed the Government team to identify the same sole-source market condition that has existed since these parts originally were manufactured by the OEM.
Honeywell was found to be the only source available able to fulfill the requirement.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION
In accordance with 10 USC 2320(d), the Government can provide replenishment parts, for sale or loan, in order that businesses can attempt to reverse engineer this part.
However, without proper test equipment, and data the OEM is the only source that could qualify a reverse engineering item. This unique military system would require extensive aircraft testing causing additional delays and costs. The low demand repair estimated at 12 per year severely inhibits developing competition for this item. Potential interested sources would likely never recoup the initial start-up investment.

XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE
MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES
REQUIRED
As a result of continued refusal by the OEM to provide or license data there are no know additional actions which can be taken to remove barriers to competition and therefore, specific actions and milestones cannot be established.
Per DFARS PGI 206.304 (a) (S-70)- As indicated by signature on the Coordination and Approval Document, the previous J&A has been reviewed and the Approval Authority determines that and all stated actions to remove barriers to competition have been accomplished.
XII. CONTRACTING OFFICER’S CERTIFICATION
The Contracting Officer’s signature on the coordination and approval document evidences the Contracting Officer has determined this document to be both accurate and complete to the best of the Contracting Officer’s knowledge and belief.
XIII. CERTIFICATION BY THE TECHNICAL/REQUIREMENTS PERSONNEL
By their signatures on the coordination and approval document, the technical and/or requirements personnel have certified as accurate and complete all supporting data, which is their responsibility, contained herein IAW FAR 6.303-2(c).
