About this file

This is a Memorandum for Record documenting the justification for using other than full and open competition for a simplified acquisition threshold procurement. The Department of the Navy Military Sealift Command is acquiring gel batteries for a CombiLift Missile Side Loader Truck through a sole source procurement from East Penn Manufacturing Co. The requirement consists of two battery part numbers: 9-G75-13EE (Gel Battery, 18V 450AH, IST2119-NAV1 EE-Rated) and 27-G75-13EE (Gel Battery, 54V 450AH, IST9A26-NAV1 EE-Rated). The justification for sole source procurement is based on standardization requirements to maintain fleet configuration baseline, as the specified batteries are direct replacement parts that must be compatible with existing equipment. The requirement was identified on 20 May 2026 with a required delivery date of 31 December 2026.

The corresponding Request for Quotes (RFQ) N3220526Q7196 is being issued with a quote submission deadline of 09 July 2026 at 08:00 am Eastern Standard Time. Quotes should be submitted via email to Alec Ferralli (alec.m.ferralli.civ@us.navy.mil) and/or Tommy Hale (tommy.a.hale.civ@us.navy.mil). The procurement is structured as a firm-fixed price purchase order with delivery on a FOB Destination basis and acceptance by 30 September 2026 at Naval Station Norfolk, Virginia (9276 Third Ave, Building LP26). Vendor quotes must not include standard commercial terms and conditions, as such submissions may be rejected as non-responsive.
