About this file
This is a Memo to File documenting the absence of competition justification for a federal lease renewal.
The document pertains to Lease LIN01255 occupied by DHS US Coast Guard at 855 Taft Street, Gary, Indiana 46404, expiring March 15, 2026. The government seeks a 5-year renewal with 3 years firm, with an estimated net annual rent and total contract value within the Simplified Lease Acquisition Threshold (SLAT). The lease renewal is authorized under GSAR 570.405. The contracting officer selected the cost-based rationale as the justification for proceeding without competition. The cost-based rationale emphasizes that lease renewals are short-term contracting actions necessary to protect government occupancy rights when the agency cannot vacate by the existing expiration date. Renewals avoid costs associated with holdover tenancies, and the government cannot reasonably recover relocation costs through full and open competition for a separate short-term lease covering the renewal period. The document is signed by Henry Hargrove III, Leasing Specialist, and Thomas Nisivaco, Lease Contract Officer, both dated April 30, 2025. Specific pricing and mission-based details are redacted in the document.
