About this file
This is a Justification for Urgent Acquisition memorandum from USS IWO JIMA LHD-7 to the Fleet Logistics Center Norfolk Contracting Officer, submitted on October 20, 2026, under Federal Acquisition Regulation 12.102(a). The acquisition concerns the offloading of mattresses from the ship prior to commencement of a planned maintenance availability (SRA). The requirement was first identified on September 5, 2026, submitted to contracting on October 25, 2026, with a required delivery date of October 26, 2026. The justification establishes urgency by demonstrating that timely execution is operationally critical to maintaining the ship's maintenance availability schedule and ensuring return to mission readiness. Historical JSF maintenance availabilities have exceeded 700 days; USS IWO JIMA's contracted availability is 551 days. Failure to complete the mattress offload prior to shipyard work commencement would require personnel to interrupt ongoing maintenance efforts to move mattresses through shipboard spaces, reducing maintenance efficiency, disrupting planned work sequencing, and introducing schedule risk.
The justification indicates the contractor is ready to deliver immediately upon contract award with no significant production lead time. The document includes blank sections for listing firms contacted that cannot meet the Government's needs, though no firms are identified in the submitted document. The memorandum was approved by FLC Norfolk Contracting Officer Joseph Lawrence Frech on October 20, 2026. The acquisition does not identify a specific dollar amount, contract vehicle, or set-aside category. The justification supports single-source procurement authority under urgent circumstances where the Contracting Officer determines only one source is reasonably available.

Subj: JUSTIFICATION FOR URGENT ACQUISITION Ref: (a) Procurement Request No:
(b) Federal Acquisition Regulation 12.102(a)
2. URGENCY: This justification is provided to support the processing of reference (a) on an urgent basis (i.e., more quickly than the routine cycle timeframes of 20 days for requirements less than $25,000 and 30 days for requirements greater than $25,000 but less than $350,000. Processing of a requirement on an urgent basis may allow the soliciting from a single source if Contracting Officer determines that the circumstances deem only one source reasonably available. This justification is based on the following facts:
_05 SEP 2026______, date on which the requirement was first identified.
_25 OCT 2026______, is the date on which the requirement was submitted to the contracting department.
_26 OCT 2026_______ , is the required delivery date as indicated on the requisition.
_X _ Explanation of the special circumstances and conditions that exist validating the requirement as "urgent".
his procurement, authorized under the requested J&A, is operationally critical to maintaining IWO’s maintenance availability schedule and ensuring the ship’s timely return to mission readiness. Historically, JSF maintenance availabilities have averaged more than 700 days, creating significant risk to schedule execution and fleet readiness. IWO’s objective, aligned with higher-authority direction, is to meet the 551-day contracted availability period. To achieve this requirement, the command has initiated SRA preparations ahead of schedule and established completion of all prerequisite actions prior to entering the shipyard as a command priority. Timely execution of this procurement is essential to mitigating schedule risk, preventing delays to contractor work at the start of the availability, and preserving the command’s ability to meet the contracted timeline and broader operational readiness objectives.
_X_ How this requirement will impact your mission (i.e., the specific harm that would result) if you do not receive the material or service by the required delivery date. (Note: Delays in production schedules alone or failure to expend monies are not acceptable reasons for justifying urgency.)
Any delay in offloading mattresses will directly impact USS IWO JIMA’s maintenance availability schedule and the command’s ability to meet its contracted timeline. Failure to complete the offload prior to the commencement of shipyard work will require personnel to interrupt ongoing maintenance efforts to accommodate the movement of mattresses through multiple shipboard spaces. These interruptions will reduce maintenance efficiency, disrupt the planned sequencing of work, and introduce avoidable schedule risk. Maintaining the established timeline is critical to ensuring USS IWO JIMA returns to operational readiness as scheduled and remains capable of meeting fleet tasking and mission requirements.
_X_ Estimated production lead time for the item (how long will it take the contractor to produce the item or complete the service once the contract is awarded)
The contractor is ready to deliver as soon as contract is in place.
The following firms were contacted and have indicated that they cannot provide an item that will meet the needs of the Government.
