About this file

This document is a Justification and Approval (J&A) for a sole source contract award to EPSILON INC for Classified IT Support Services for the F-35 Joint Program Office (JPO).

The J&A states that the JPO has determined that EPSILON INC is the only vendor capable of meeting the required classified data center and office space Key Performance Indicators (KPIs) within the needed proximity to the JPO's offices. The JPO conducted market research, including issuing two Requests for Information, and concluded that EPSILON INC was the sole vendor that could satisfy all requirements. The contract was awarded on 2024-10-18 for $184,506,692.96. The JPO will continue to monitor the market for any new vendors that may emerge with the ability to meet the government's needs.

The Government Accountability Office received a protest of the sole-source decision on 11 September 2023, and on 19 December 2023 denied the protest on the grounds that the government reasonably concluded, based on its market research, that only one potential offeror was capable of meeting the JPO’s stated requirements and determined that the protested failed to demonstrate such capability.

Overall, thirteen responses were received between the SBA and the SAM.gov. The only vendor that was able to meet the JPO’s classified data center and office space KPI from these RFIs is

The team has determined that there is only one company that can meet all the requirements.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

The JPO will continue to conduct on-going market research of Classified IT service providers with available data centers within miles of the F-35 JPO’s offices. The JPO will continue to solicit information from vendors regarding their capabilities to meet the Government’s requirements.
