This Sole Source Justification is to request authority for other than Full and Open Competition supporting requirement generated for the USAF AFLCMC Global Hawk RQ-4 (AFLCMC/WIG) Robins AFB, GA. The contracting activity for this requirement is the High Altitude ISR Contracting Branch (AFLCMC/WIKA).
Due to the circumstances described herein, the activity requests authority to establish long-term commercial services for sustainability and supportability for eight (8) Polyalphaolefin (PAO) Cooling Carts, part number (P/N) LCU-050, (NSN 1730016985791) utilizing Other Than Full and Open Competition as prescribed by 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). This action will result in the award of new Definitive C type contract which will be Firm Fixed Price with a period of performance (PoP) of basic one-year plus four (4) one-year options.
Based on the projected contract award date, PoP will be 30 Aug 2024 to 30 Sept 2029, if all options are exercised.

This requirement is to establish long-term commercial services for sustainability and supportability for eight (8) Polyalphaolefin Cooling Carts, (P/N) LCU-050, (NSN 1730016985791). TLD America Corporation (TLD-A) is required to provide training, repair support, technical manuals, and provisioning for the liquid cooling carts. TLD America Corporation is requested to provide annual training and training material with necessary updates. The contractor shall provide maintenance/repair services of carts for any issue beyond what is defined in the delivered technical orders/commercial off the shelf (COTS) service manuals. The contractor shall develop required Technical Orders (TOs) for the operation and sustainment of the LCU-050, to include Theory of Operation, Scheduled Inspections, Removal and Installation, Fault Isolation, Operational Checkout, Wiring Diagrams, and Illustrated Parts Breakdown in accordance with Technical Manual Contracts Requirements (TMCR).
The technical order will provide the user with an in-depth repair procedure, that will allow the users to troubleshoot and repair the cart and return it to service. This technical manual will be written with step-by-step teardown, assembly, and operational checkout procedures. Contractor shall identify and recommend logical spare/repair parts sufficient to meet system/equipment operation and supportability in accordance with the Air Force Initial Provisioning Performance Specification (IPPS).
Polyalphaolefin (PAO) Cooling Carts are required for use at the Organization Level of Maintenance to service, purge, and condition the temperature of PAO coolant during ground operations for the RQ-4 Global Hawk. The PAO Cooling Cart is used to cool the Multi-Function Action Sensor (MFAS) assembly, Wide Band Received Exciter (WBRE) assembly, 270VDC Power Supply assembly, and

SATCOM High Powered Amplifier (HPA)/High Powered Voltage Source (HPVS) in the RQ-4 Global Hawk. The PAO Cooling Cart will be used in support of aircraft avionics and radar systems during testing and maintenance of these systems. This PAO Cooling Cart is a mobile cart used to provide conditioning liquid to the Global Hawk Vehicle. It uses either a self-contained, diesel engine driven generator power system or three-phase utility power to circulate, cool, heat, filter, dehydrate, and monitor the condition of PAO coolant delivered to the aircraft. The Contractor shall provide flexibility to work for the 5-year Period of Performance from 30 Aug 2024 to 30 Sept 2029, with exercised Options being funded annually. The CLINS that will be used will be, training and repair, tech order build, and provisioning.

Top CLIN structure is for the base year. Tech Order Build and Provisioning is a one-time cost. Repair/ Training and Travel CLINs are required throughout the option years.
Total estimated contract value is . The basis for the estimated quantity and cost was derived through Statement of Work meetings estimated from current TLD-A labor rates and previous Technical Order Builds and Provisioning of other companies.
The NSN was screened through the Contract Repair Screening Analysis Worksheet (Form 762) and the Repair Method Code (RMC)/Repair Method Suffix Code (RMSC) is determined to be 4/R respectively. RMC 4- Repair, for the first time, directly from the actual manufacturer.
RMSC R- The Government does not own the data or the rights to the data needed to contract repair of this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data.

The agency's minimum needs can only be satisfied by the unique supplies or services available from TLD America Corp, as identified on the design requirements and source-controlled drawings (SCD).

The PAO Cart will service the MP-RTIP (Multi-Platform Radar Technology Insertion Program). The basic function of the pump is to circulate the Polyalphaolefin (PAO) cooling fluid through a PAO cart to fuel heat exchanger to control the MP-RTIP payload temperature. The reservoir/accumulator shall provide storage for the cooling fluid and shall provide for fluid thermal expansion and contraction.
The reservoir/accumulator shall contain a visual fluid level indication device. The filter assembly shall have a replaceable filtering element and a pop-up device to indicate when maintenance is required. The PAO cart shall provide a differential pressure transducer to monitor the health of the system.
These PAO carts were initially purchased from an authorized distributor against a GSA Schedule Contract. That purchase only included a Commercial Off the Shelf manual, providing simple repair instructions to maintain serviceability. Authorized distributors do not have the technical data required to repair the PAO carts.
TLD America Corp. is the Original Equipment Manufacturer (OEM) of the PAO Cooling Cart. As such, TLD is the only company that possesses the technical data and drawings that are required to develop and provide Integrated Logistics Support (ILS) products to support the RQ-4 - UAS Program.
The technical data is required to conduct a product support analysis; develop maintenance plans;
identify support material requirements for maintenance tasks; develop provisioning data to include Interim Support Items List, Provisioning Parts List, and Engineering Data for Provisioning; develop and conduct formal training for operators and maintainers; satisfy calibration requirements; develop detailed technical manuals documenting maintenance and operating procedures, troubleshooting and test procedures, fault isolation, illustrated parts breakdown, periodic, phased, preventive and corrective maintenance requirements; preservation; DMSMS; and to perform repairs and test the PAO Cart and its components.
The OEM was contacted on 03 April 2024 and responded on 08 April 2024 and stated they would not provide the USG Unlimited data rights. However, TLD-A shall provide the TDP packages as part of the tech order build to allow USG to repair.
TLD is the only company that possesses the technical data and drawings that are required to develop and provide Integrated Logistics Support (ILS) products to support the RQ-4 - UAS Program.
Accordingly, TLD America Corporation is the only firm capable of providing the supplies and services described in Section III above.
This requirement will use the combined synopsis and solicitation procedures IAW FAR 12.603.
The overall cost of this acquisition will be negotiated in accordance with procedures in FAR Part 12 and FAR 13.106-3(a)(2) and will include a statement of price reasonableness confirming the ultimate price to the Government is fair and reasonable. Additional pricing methodologies to negotiate fair and reasonable price may include reviewing publicly offered catalogs, comparison to historical contractor sales, and/or analysis of limited cost or pricing information provided by the contractor. In the event that limited cost or pricing information is made available, the Government's negotiation objective will

Market research was conducted 8 January 24 to 29 March 24 in accordance with FAR Part 10.001 and
10.002. The Market Research report was completed on 9 April 2024.
Market research was conducted using NAICS Code 333415, Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing. NAICS Code 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.
An SBA (Small Business Administration) (https://web.sba.gov, https://dsbs.sba.gov/search/ dsp_dsbs.cfm) search was conducted with key words PAO, Polyalphaolefin, and Cooling Cart, using the NAICS codes listed above and revealed only one company, , that makes liquid chillers. From further research on their website, makes rack mounted chillers and free-standing versions, but do not have one that is directly compatible with all the requirements needed for the military version needed for the RQ-4.
The POA Carts and required services are considered commercial as defined in FAR 2.101. Given the information provided, this requirement has been determined to be a commercial service in support of a commercial product.
The LCU-050CUP PAO cart was specifically designed to work with the pressure and cooling rates required by the MP-RTIP of the RQ-4 by TLD America Corp. TLD designed the entire cart to include its physical properties such as the size, piping, power source, pumps, filters, flow control etc. and the non-physical properties such as programing all the controls, the flow control, particle readings, and telemetry functions of the PAO cart so that it can meet the cooling properties needed for the MP- RTIP. The cart was not built to a tech data package, and the AF does not have the complete tech data package. Through market research we have concluded that TLD America Corp is the only vendor capable of fulfilling the Governments requirements.

The plan to remove or overcome barriers to competition is to inquire with the OEM their interest in selling the technical data package to the Government. The OEM was contacted on 03 April 2024 and

The OEM will be contacted again prior to exercise of each option. TLD-A shall provide limited rights with the TDP packages, including drawings, as part of the tech order build. The TDP package provided by TLD-A will be used to reverse engineer any part that TLD-A no longer makes.
