About this file

This document is a Single Source Determination form for a sole source procurement by the Department of Commerce, National Marine Fisheries Service. The purpose is to acquire services from Freeman Decorating Co. to design, build, set up, and furnish the NOAA Fisheries booth at the 2025 Seafood Expo North America. The justification for single-source selection is that Freeman Decorating is the only approved vendor for booth furnishings and design according to the Expo's official vendor list, which is a security requirement for facility access.

The procurement will support the NOAA Seafood Inspection Program's participation in the Seafood Expo North America, which has been a critical event for the program for over two decades. The expo provides an opportunity to assist program participants and potential clients with inspections, import/export procedures, training, and consultations. The document indicates this is a simplified acquisition procedure for an action not exceeding the simplified acquisition threshold, with the procurement being justified under FAR 13.106-1(b)(1) due to the unique vendor restrictions of the event.
